A) Authorize the Director of the Human Services Department to accept grant funding in the amount of $300,000 from the State of California Employment Development Department.
B) Authorize the Director of the Human Services Department to execute an agreement with Sonoma Family Meal in the amount of $300,000 for the term of August 16, 2023 to September 30, 2024.
C) Adopt a resolution to adjust the Fiscal Year 2023-24 adopted budget by increasing revenues in the Human Services Department by $240,000 to reflect receipt of the 2022 Quality Jobs, Equity, Strategy, and Training Disaster Recovery National Dislocated Worker Grant from the State of California Employment Development Department and to program expenditure appropriations for the Sonoma Family Meal agreement. Executive Summary:
In May 2023, Sonoma County Job Link, a program operated within the Human Services Department (HSD), became an awardee of $300,000 from the 2022 Quality Jobs, Equity Strategy, and Training (QUEST) Disaster Recovery National Dislocated Worker Grant (DRNDWG) funding administered by the State of California Employment Development Department (EDD). Approval of the grant funding and contract with Sonoma Family Meal (SFM) will allow HSD to provide culinary education, training, work readiness services, and paid work experience to 30 adults from populations most negatively impacted by the COVID-19 pandemic.
Discussion:
In May 2023, EDD reached out to Sonoma County Job Link to inquire about interest in accepting 2022 QUEST DRNDWG funding to support a robust and no-cost workforce development program in the struggling hospitality industry tailored to individuals hard hit by the pandemic. Job Link explored local training programs that provide cohort style, classroom and on-the-job training with placement in local jobs offering livable wages and career advancement to individuals with higher support needs than employers typically seek out. A single source waiver was approved by the County’s Purchasing Agent for the SFM Culinary Job Training program as the only known program that meets all of the criteria specified in the grant funding award.
In 2022, SFM opened its community kitchen, enabling it to expand its mission by launching a culinary job training program to address economic insecurity and a labor shortage within the hospitality sector. The target population for the SFM Culinary Job Training program is low-income and underserved Sonoma County residents disproportionately impacted by the pandemic. COVID-19 data reveals that Black, Latinx, Indigenous and other People of Color (BIPOC) have been the most negatively impacted by the pandemic. The SFM Culinary Job Training program provides immediate economic stabilization for individuals most affected by the pandemic by providing free job training to gain immediately marketable skills and job placement in the restaurant industry.
SFM’s workforce development program includes hands-on culinary education, front-of-the-house training, essential work-readiness preparation, and supported job placement within Sonoma County’s food and hospitality industries. All participants receive occupational training at the SFM kitchen along with vocational counseling and employment services through Job Link. Career coaches develop personal success plans with students based on their unique strengths, assets, challenges, and circumstances. Throughout their training, students develop their culinary skills by assisting with the production of meals for food-insecure families. After the eight weeks of training, students will begin a 140-hour paid internship with employer partners providing a fair wage and a supportive work environment.
In order to successfully identify and recruit culinary training program participants, Job Link and SFM are partnering with a wide array of community-based organizations including La Luz, Catholic Charities, Committee on the Shelterless, Community Urgent Response & Aid, Petaluma People Services Center, the Living Room, and other organizations to be determined, all of whom serve under and unemployed individuals. The partner recruitment organizations will help market this free workforce development program in underserved and low-income BIPOC communities and will help with recruitment and completion of the Culinary Job Training program. Job Link, and SFM with its existing network of food industry employers including restaurants, food service companies, hotels and wineries, will work to identify and support fair-wage employment placements.

Narrative Explanation of Fiscal Impacts:
The $300,000 award from the 2022 QUEST DRNDWG is effective from July 2023 through September 2024. HSD requests approval to increase FY 2023-24 appropriations by $240,000 based on a term of 13 months as follows: FY2023-24 $240,000 (10 months) and FY2024-25 $60,000 (3 months). There is no local match required.
