C) Award the construction contract for the Guerneville River Park Phase 2 Improvements Project to Hanford Applied Restoration & Conservation (Contractor) in the amount of $1,049,201 and authorize the Chair of the Board to execute the contract.

Executive Summary:
The Guerneville River Park Phase 2 Improvement project will significantly increase public access to the Russian River and support positive use to better serve residents, visitors, and the surrounding downtown community. The project includes constructing a new park entrance, access road and parking, a boat staging and portage area, invasive species removal and native planting, new accessible paths, a group picnic area, family picnic sites, and related amenities. The improvements will benefit non-motorized boaters, picnickers, walkers, nature lovers, and those seeking an alternative to the nearby often crowded river access locations. Regional Parks has completed bid advertisement and the bid selection process and requests the Board approve the plans and specifications for the proposed Guerneville River Park Phase 2 Improvements Project and requests the Chair of the Board execute the agreement with Hanford Applied Restoration & Conservation (Contractor) in the amount of $1,049,201.
Discussion:
Guerneville River Park is a 5.33-acre property located on the south side of the Russian River just below the historic bridge and new Highway 116 bridge. The property was deeded to the County by Caltrans after the construction of the new bridge. The Board approved the park Master Plan in 2004, which included boat portage improvements on the east side of the park.
The first phase of construction on the west side of the park included vehicle access and parking, a restroom building, pathways, and group and family picnic sites, landscaping and irrigation, which were completed in 2007.
Non-motorized boating access on the lower Russian River is critical to supporting tourism and safe and sanitary public use of this valuable resource. Publicly owned properties with boat portage facilities are limited, and this project will fill a deficit between Steelhead Beach Regional Park and the boat launch ramp at Monte Rio Beach. Regional Parks, with Board approval, was successful in securing State Parks Division of Boating Waterways grant funding for boating related improvements, including engineering and design. This project will expand public opportunities for boating and other recreational access to the Russian River.
The Guerneville River Park Phase 2 Improvement Project was structured with a based bid and three (3) add alternatives. The base bid included all facilities directly associated with boat portage improvements funded by State Parks Division of Boating and Waterways. Add Alternate 1 reduced some areas of paving and replaced them with compacted rock as a cost savings measure if bids exceed available funding. Add Alternate 2 was the construction of compacted rock paths and picnic pads, and Add Alternate 3 was the installation of picnic tables and a barbecue. Add alternates 2 and 3 are funded from other sources identified below.
On June 17, 2021 Regional Parks advertised a Notice Inviting Bids in the Press Democrat. On June 22, 2021 Regional Parks held a pre-bid conference at the park to provide contractors a chance to view the project site and evaluate conditions for bidding.
On July 7, 2021 at 2:00 PM, bids were opened by the Purchasing Department. Four (4) responsive bids were received as shown in the attached Guerneville River Park Phase 2 Improvements Bid Tabulation. The engineer’s estimate for the base bid was $950,000 and $1,050,000.
The bid of Hanford Applied Restoration & Conservation (contractor) of $1,049,201 for the base bid and add alternatives 2 and 3 was determined to be the low responsive bid.
The entire project, including pre-planning, consultant services, design, engineering, permitting, project mitigation, bidding, and construction, are funded by a $650,058 grant from State Parks Division of Boating and Waterways, a $368,000 Matching Grant from the Sonoma County Agricultural Preservation and Open Space District, $203,662 from State Parks Prop 68 Per Capita funding, $150,000 in Parks Measure M Category 3 funding, and $80,000 in local park mitigation fees.
Additional appropriation of Parks Measure M Category 3 funding is being requested to cover consultant and staff costs for construction observation, reporting, contract management, mitigation monitoring during project construction, and three (3) years of maintenance and monitoring of mitigation planting per regulatory permit requirements.
Pending approval, the contractor will begin construction in late August and is expected to complete the work in late Fall, weather permitting. The new facilities are expected to open next Spring upon completion of construction.
Prior Board Actions:
June 8, 2021 Board received and approved the County of Sonoma Capital Project Plan 2021-2026, including subject Guerneville River Park Phase 2.
September 18, 2012 as the Agricultural Preservation and Open Space District Board of Directors, accepted Guerneville River Park Phase 2 into the 2011-2012 Matching Grant Program.
February 21, 2012 by Reso. No. 12-0073 authorized grant application to the Open Space District Matching Grant Program application for Guerneville River Park.
October 27, 2009 by Reso. No. 09-1005 accepted Boating and Waterways Boating Trails Access Facility Grant for access to the Russian River at Guerneville River Park.
January 23, 2007 by Reso. No. 07-0046 executed the Notice of Completion for Guerneville Phase 1 construction.
June 27, 2006 awarded the bid for construction of the Guerneville River Park Phase 1 improvements.
October 5, 2004 by Reso. No. 04-0949 adopted a mitigated negative declaration for the Guerneville River Park Project and Master Plan and approved the project.

Narrative Explanation of Fiscal Impacts:
Budgeted project funding includes current year funding in the amount of $1,214,425 from a combination of State Park grant funds, Ag + Open Space Matching grant funds, Park Mitigation Fees Area 3, and Parks Measure M Category 3 funds and the requested additional appropriations in the amount of $114,161 from the Parks Measure M Category 3 funding. DC: the intent of the resolution is to increase existing appropriations prior to the CBA 1.
