Executive Summary:
The Sheriff’s Office requests that the Board authorize the Sheriff to execute the supplemental law enforcement services agreement with Sonoma Raceway to provide security services at the NASCAR Race events and receive reimbursement for direct and indirect costs estimated at $126,699. This is the Sheriff’s Office twenty-ninth year providing these services. The 2020 event was cancelled due to the COVID-19 pandemic.
Discussion:
Government Code Section 53069.8 allows the Board of Supervisors to contract on behalf of the Sheriff to provide supplemental law enforcement services to private entities. Resolution 16-0102 authorizes the Sheriff to execute any contract for supplemental law enforcement services on behalf of the County that does not exceed $50,000. Any contract over the $50,000 threshold continues to require Board of Supervisors authorization. Additionally, the Board annually adopts an ordinance establishing fees for security services.
The Sonoma County Sheriff's Office has been providing special security services to Sonoma Raceway for the past twenty-eight years with the exception of 2020 event when the event was cancelled due to the COVID-19 pandemic. The services provided under this Agreement are above and beyond the normal level of law enforcement services provided to the community by the Sheriff's Office. The County is reimbursed by Sonoma Raceway for both the direct and indirect costs of providing these special security services.
Due to the COVID-19 pandemic and the current County of Sonoma Health Order, Sonoma Raceway has reduced the attendance at the NASCAR event to 25% capacity. Consequently, the overall Agreement reflects reduced staffing numbers and a lower cost estimate than in past years. The Sonoma Raceway is adhering to the most current health guidelines to ensure the safety of spectators as well as employees, including the staff from the Sonoma County Sheriff’s Office.
The scope of services to be provided includes sergeant, deputy, dispatcher, and community services officer staff time, and patrol cars staggered over the four days from June 3, 2021 through June 6, 2021. The cost of these services is estimated at $126,699. The Agreement is substantially the same as the Board approved Agreements from prior years in terms of staffing and cost. The services to be provided will in no way interfere with regular law enforcement services provided by the Sheriff’s Office.
Prior Board Actions:
Board approved annual Sheriff’s Office fee ordinance, which sets the fee for security services provided by the Sheriff’s Office.
With the exception of 2020, the Board has approved annual Raceway security service agreements since 1991.

Narrative Explanation of Fiscal Impacts:
The Agreement calls for the reimbursement of both direct and indirect costs associated with providing special security services at the Sonoma Raceway NASCAR event. The final amount will be determined at the conclusion of the event. The operational costs and corresponding revenue reimbursement are included in the Sheriff’s Office FY 20-21 Adopted Budget.
