A)                     Adopt a Resolution authorizing the Director of the Human Services Department to execute the Sonoma County Area Agency on Aging Memorandum of Understanding #AAA-2425-27 with the California Department of Aging for Fiscal Year 2024-25.

B)                     Authorize the Director of the Human Services Department to accept funding from the California Department of Aging totaling $3,520,763 that will be allocated for services to older adults, adults with disabilities and their caregivers under the Older Americans Act.

C)                     Authorize the Director of Human Services Department to amend and execute future Memorandum of Understanding amendments to adjust for revenue levels based on changes to funding.

D)                     Adopt a budget Resolution to modify the Human Services Department Fiscal Year 2024-2025 Adopted Budget to decrease revenue and expenditure appropriations in the amount of $101,089.  (4/5 Vote Required)

Executive Summary:

 

Annually the Human Services Department requests that the Board delegate authority to the Human Services Director to execute agreements with the California Department of Aging. For Fiscal Year 2024-2025, the Human Services Department requests that the Board adopt a resolution authorizing the Director to sign the Area Agency on Aging Area Plan Memorandum of Understanding #AAA-2425-27 in the amount of $3,520,763. The revenue is used to contract with nonprofit agencies to provide services to older adults in Sonoma County.

 

 

Discussion:

The Sonoma County Area Agency on Aging (AAA) is responsible for planning, developing policy, and advocating for the needs of older adults, adults with disabilities, and their caregivers throughout Sonoma County. The California Department of Aging (CDA) is authorized to distribute federal funds of the Older Americans Act to local AAA’s to fund services to assist older adults and adults with disabilities to remain safely in their own homes for as long as possible.

 

The AAA allocates Older Americans Act funds to local non-profit agencies to provide services for older adults, adults with disabilities and their caregivers throughout Sonoma County, including nutrition programs (congregate lunch programs and home-delivered meals); supportive services programs (adult day care, case management, legal services, and transportation); health promotion; family caregiver services (respite, assessment, and caregiver support groups); and Ombudsman and elder abuse prevention. These services help to ensure that older adults, adults with disabilities, and caregivers are safe, healthy, and well cared for throughout our community.

 

The AAA released a competitive Request for Proposals for older adult and caregiver support programs for a 4-year term for fiscal years 2024-2025 through 2027-2028. All successful proposers are in the process of entering into contracts beginning July 1, 2024 and will be renewed annually through June 30, 2028. The contracts with service providers went to the Board on June 4, 2024 in the Human Services Department Contracts for Fiscal Year 2024-25 Board item.

Narrative Explanation of Fiscal Impacts:

For the AAA Area Plan Standard Agreement, the FY2024-25 budget assumed revenue of $3,621,852 from CDA. HSD is requesting approval to decrease appropriations by $101,089 due to unanticipated decreases in revenue.
