A)                     Delegate authority to the Director of Sonoma County Public Infrastructure Department (SPI) to execute the proposed Amendment to the Cooperative Funding Agreement, in form approved by County Counsel, with Sonoma County Transportation Authority to fund an additional $375,000 for the proposed State Route 121/12 and 8th Street East intersection improvement project in the community of Schellville.

B)                     Adopt a Resolution authorizing a Budget Adjustment to the Sonoma County Public Infrastructure Department’s FY 2024-25 Final Budget in the amount of $375,000 to appropriate necessary funding to fulfill the financial commitments of the Agreement Amendment. (4/5ths vote)

Executive Summary:

The Sonoma County Public Infrastructure Department (SPI) is requesting the Board approve and authorize an Amendment to the Cooperative Funding Agreement with the Sonoma County Transportation Authority (SCTA) to fund the completion of a Project Approval & Environmental Document (PA&ED) for the proposed intersection improvements at State Route 121/12 and 8th Street East (Roads Project G22802). If the Amendment is approved, the County will make a $375,000 lump sum payment to SCTA and SCTA will be responsible for completing the PA&ED in accordance with California Department of Transportation (Caltrans) requirements. A budget resolution is also needed to appropriate $375,000 in District 1 Community Infrastructure Funds to finance the Amendment.

 

Discussion:

State and local transportation officials have identified the intersection of State Route 121/12 and 8th Street East in the community of Schellville for several improvements that may include modification of the existing railroad crossing, construction of a Class One bike path, and construction of traffic signals or a roundabout.

On August 9, 2022, your Board approved a Cooperative Funding Agreement with SCTA (No. SCTA23003) to complete a Project Initiation Document (PID) for the planning, scoping, and project formation associated with the State Route 121/12 and 8th Street East intersection project. The Project Initiation Document was completed and approved by Caltrans on October 25, 2023, which allows the project to proceed to the Project Approval & Environmental Document preparation (PA&ED) phase. Completion of the PA&ED phase is required for the project to proceed to the Plans Specifications & Estimate (PS&E) and Right-of-Way phases.

SPI staff, in coordination with SCTA and Caltrans, has determined SCTA will continue to act as the lead agency for the PA&ED phase, and SPI staff is now recommending approval of a First Amendment (No. SCTA23003-A1) of the State Route 121/12 and 8th Street East Cooperative Funding Agreement with SCTA. Under the proposed amendment, SCTA will be responsible for delivering the PA&ED phase of the project, including procuring, and managing a consultant to prepare and complete the PA&ED work. In addition to contributing funding to SCTA, County staff will also participate in the Project Development Team, participate in the consultant selection process, and provide review input on all deliverables with Caltrans and the SCTA, as requested by SCTA.

If approved, the Amendment will contribute $375,000 of District One Community Infrastructure Funds to expand the original Agreement’s scope of work to include the PA&ED phase. The $375,000 contribution from the County will augment $1,500,000 in Federal funding secured by SCTA through Caltrans and it is anticipated that the $1,875,000 of cumulative funding will allow SCTA to move the project through PA&ED phase. Any future phases would involve further project formation and other steps, with the expectation that other participating (SCTA, Caltrans) agencies will contribute funding.

Narrative Explanation of Fiscal Impacts:

In order to fund this Agreement, the attached Budget Resolution will increase the FY 2024-25 Roads Administration budget (11051-34010101-53501) by $375,000. The source of funds for the additional appropriations will be an operating transfer from District One Community Infrastructure Funds (10138-16022201). District One was allocated $6,000,000 in Community Infrastructure funds during the FY 2022-23 ($2,000,000) and FY 2023-24 ($4,000,000) budget hearings. In FY 2022-23 District One allocated $5,275,000 for various Regional Parks projects and . in FY 2023-24 allocated $350,000 to the Road Fund for the Donald Gap Pedestrian Improvement Project planned for 2025.
