Receive the first and second quarterly updates from the Ad Hoc Committees established or continued into the 2024 calendar year.

Executive Summary:

On January 23, 2024, the Board of Supervisors approved the Ad Hoc assignments for calendar year 2024. The Board requested that staff provide quarterly updates on the Ad Hoc activities to keep the Board and public informed about the progress being made by these committees. Each committee is unique in its charter, outcomes, and process. A summary of activities is below, and expanded information can be found in Attachment A.

 

Discussion:

The Ad Hoc committee assignments for calendar year 2024 are as follows:

Fire Services:

§                     The Ad Hoc did not meet in the first quarter.

§                     However, the Ad Hoc received regular updates from the Fire Services Working Group regarding the Fire Tax measure (Measure H), which passed with over 50% voter approval.

§                     The Ad Hoc met in the second quarter on May 24, 2024, and staff received direction to explore loan options for Fire Districts before disbursing Measure H funds.

§                     The Fire Services Working Group met on May 28, 2024, and requested the Ad Hoc to revisit Tax Exchange Agreements in mid-Fiscal Year 2024-2025, alongside exploring loan options for Fire Districts' Measure H funding disbursement.

§                     The next Fire Services Ad Hoc meeting is scheduled for September 26, 2024.

 

South Santa Rosa Annexation:

§                     The Ad Hoc did not meet in the first or second quarters.

§                     Discussions are ongoing between County and City of Santa Rosa staff regarding the development of a South Santa Rosa Specific Plan.

§                     The next Ad Hoc meeting will be scheduled in early 2025.

 

Onsite Wastewater Treatment Systems (OWTS):

The Ad Hoc did not meet in the first or second quarters although staff activities related to OWTS continue. Future ad hoc meetings are not anticipated.

 

Porter Valley:

§                     The Ad Hoc did not meet in the first or second quarters.

§                     Future meetings will be scheduled on an as-needed basis, and currently none are scheduled.

 

Unincorporated Governance:

§                     In the first quarter, the Ad Hoc met on January 18, 2024, to confirm recommendations to bring to the full Board meeting held on February 6, 2024. The Board directed staff to present five Program Change Requests at the budget hearings in June 2024, for funding work efforts for FY 24-25.

§                     In June, the Board approved $150,000 for district formation work, which includes exploring the creation of a menu of district formation activities available to communities throughout the County's unincorporated areas.

§                     The next ad hoc meeting is scheduled on July 17, 2024.
