Executive Summary:

First 5 Sonoma County is a public agency focused on supporting the healthy development of children from prenatal age through age five. Funded by California’s Proposition 10 tobacco tax and Measure I - Sonoma County Child Care & Children's Health Initiative, it invests in programs that promote early learning, family resilience, and child health. To facilitate the creation and implementation of an integrated, comprehensive and collaborative system of information and services to enhance optimal early childhood. The 9-member Commission is the governance board for First 5 Sonoma County, which is a public agency, independent from the County of Sonoma. According to their established Bylaws <https://first5sonomacounty.org/wp-content/uploads/CAC_FINAL-BYLAWS_-5.6.25.pdf>, members shall be appointed by the Sonoma County Board of Supervisors. 

 

The current item brings forward for the Board’s consideration the January 26, 2026, First 5 Sonoma County Commission recommendation to appoint Elizabeth De Primo to fill one of six at-large seats representing the Child Care Planning Council. Her appointment is for a two-year term beginning February 23, 2026, and ending on February 22, 2028.

 

Discussion:

First 5 Sonoma County partners with local organizations and provides grants to improve outcomes for young children and their families. Key initiatives include parenting support, early childhood education, and innovative programs like guaranteed income pilots for low-income families. Through strategic planning and community engagement, First 5 Sonoma County aims to give every child in Sonoma County a strong start in life.

 

As Project Coordinator of the Child Care Planning Council of Sonoma County, Ms. Elizabeth DePrimo works across the early learning and care system to strengthen collaboration, elevate community needs, and support high-quality, inclusive programs for young children. In her role at the Sonoma County Office of Education, she maintains strong connections to the public school system and oversees multiple grants focused on workforce development, quality improvement, inclusive practices, and the advancement of a cohesive universal prekindergarten system. Ms. DePrimo will be representing the Child Care Planning Council. Having lived in Sonoma County for the past nine years, Ms. DePrimo is deeply committed to the well-being of the children and families who make up this community. Her professional experience is grounded in a strong commitment to equity, social responsibility, and addressing systemic barriers so that all children have the opportunity to thrive. Inspired by First 5 Sonoma County’s mission, Ms. DePrimo looks forward to contributing her perspective, leadership, and collaborative approach in service to the community.

 

On January 26, 2026, the First 5 Sonoma County Commission voted to recommend that the Board of Supervisors appoint Ms. Elizabeth DePrimo to the First 5 Sonoma County Commission to fill the role of representative of the Child Care Planning Council. Her appointment is for a two-year term beginning February 23, 2026 and ending on February 22, 2028.
