Executive Summary:
On December 5, 2023, the Board of Supervisors issued a Proclamation of a Local Emergency in the Sonoma County Operational Area due to the outbreak of Avian Flu, which was first detected in commercial producers in late November 2023.
As of February 1, 2024, conditions that gave rise to the local emergency no longer exist, as determined by the California Department of Food and Agriculture (CDFA) and Agricultural Commissioner, and staff recommends terminating the Proclamation of Local Emergency.
Discussion:
In November 2023, the highly pathogenic Avian Influenza was detected at two commercial poultry farms in southern Sonoma County, which resulted in the immediate euthanizing of 250,000 birds. This effort was coordinated between the California Department of Food and Agriculture, Sonoma County Department of Agriculture/Weights & Measures, and the Department of Emergency Management establishing a multi-department, multi-agency coordination team (MAC) for the incident.
Since February 1, 2024, avian flu has not been detected in commercial flocks within the County, commercial producers’ quarantine periods have expired, and repopulation and recovery plans have started.
Overall, from the initial detection of Avian Influenza in commercial flocks in November 2023, the influenza virus was detected in, and affected, eleven commercial producers in southern Sonoma County, where 1.2 million birds were euthanized at an estimated loss of $20 million in production value to the County due to loss of birds and a reduction in egg production.
Cascading effects of this event also had an impact on the countywide economy including egg and meat processing, producer support networks, feed suppliers, veterinarians, transportation haulers, and consumer poultry product prices.
