Executive Summary:
Transportation Development Act Article 3 (TDA3) grant funding is available for bicycle and pedestrian projects reviewed by the local Bicycle and Pedestrian Advisory Committee. The Sonoma County Bicycle and Pedestrian Advisory Committee’s three-year funding plan identifies $50,000 in TDA3 funding for the Bodega Bay Trail - Coastal North Harbor and $100,000 for Crocker Bridge Bike & Pedestrian Passage in TDA3 in Fiscal Year 2023-24.
Regional Parks is requesting $50,000 in funding to supplement other funding secured for the $1.518 million estimated construction cost for the Bodega Bay Trail - Coastal North Harbor. This project will extend the multi-use trail to Bodega Harbor and will provide pedestrians and bicyclists traveling through Bodega Bay a safe alternative to Highway 1.
Public Infrastructure is requesting $100,000 in funding to supplement other funding secured for the $2.339 million estimated construction cost of the Crocker Bridge Bike & Pedestrian Passage. This project will provide bicycle and pedestrian passage to the existing vehicle bridge.
A resolution approving the applications for grant funding is required by the Metropolitan Transportation Commission.
Discussion:
Regional Parks
The Bodega Bay Trail is part of the California Coastal Trail alignment. The overall project is to construct a 3‐mile pedestrian and bicycle trail paralleling Highway 1 from Keefe Avenue and traveling south through the town of Bodega Bay to Doran Beach Regional Park. For planning purposes and to help identify the four geographic locations of the Bodega Bay Trail, the County has used five different project names as follows: Coastal Prairie, Coastal North Harbor, Coastal Harbor, Smith Brothers Road, and Cheney Creek Bridge. The Coastal Prairie and Cheney Creek Bridge sections are complete. The focus of this funding request is the Coastal North Harbor segment. This is the next priority section in the larger project. This project will connect the completed Coastal Prairie trail section from the coastal uplands to the Bay.
This 0.6-mile Coastal North Harbor project is planned for construction starting in fall 2023. The requested $50,000 Transportation Development Act Article 3 (TDA3) funding will contribute to the estimated $1.518 million cost of construction. Without TDA3 funding, additional funding will need to be secured for construction. Other secured funding sources include $795,000 Ag + Open Space District Matching Grant, and $350,000 Parks for All Measure M Category 3, $348,000 SCTA Measure M, $20,000 Sonoma County Regional Parks Foundation, and $5,000 in Area 1 Park Mitigation Fees.
Public Infrastructure
Crocker Road is the main access to the center of Cloverdale from the east side of the Russian River. The route is desirable for recreational cyclists enjoying the rural environs of the wine country outdoors; for foot traffic accessing the river; for workers traveling to and from their jobs, and for local residents to access businesses and services in Cloverdale. Cloverdale River Park is just northwest of the bridge, providing the setting for a host of pedestrian and bicycle oriented recreational opportunities. The park entrance, just off the northwest corner of the bridge, is ideally located as a starting point for pedestrian and cyclist access to a new ped/bike way across the river. Just south of the bridge, swimmers access the river from the nearby bank and from the park, crossing under the bridge in the dry area of the riverbed. A pedestrian/bike crossing would greatly increase the safety of the crossing.
The estimated construction cost for Crocker Bridge Bike & Pedestrian Passage is $2.339 million. Construction is anticipated in 2023. A total of $2,108,764 of funding through Caltrans has been secured. With this $100,000 in TDA3 funding Public Infrastructure will be seeking an additional $190,236 before construction.
TDA3 Funding
The Sonoma County Transportation Authority (SCTA) issued a call for bicycle and pedestrian projects on February 22, 2023. The County of Sonoma and the nine incorporated cities are invited to submit projects for the TDA3 program. A resolution approving application for TDA3 grant funding is required by the Metropolitan Transportation Commission (MTC) and is due to SCTA by April 24, 2023.
There is currently $992,405 in TDA3 funding available to the County for FY 2023-24. The Sonoma County Bicycle and Pedestrian Advisory Committee’s three-year funding plan identifies $50,000 in TDA3 funding for the Bodega Bay Trail - Coastal North Harbor and $100,000 for Crocker Bridge Bike & Pedestrian Passage in TDA3 in Fiscal Year 2023-24.
TDA3 funds are generated from a statewide ¼ cent sales tax with approximately 2% of those funds dedicated for bicycle and pedestrian planning and projects. MTC distributes TDA3 funding in the San Francisco Bay Area based on population. The SCTA manages the local TDA3 funding program and submits an approved TDA3 local Program of Projects with supporting documentation to MTC.

Goal: Goal 3: Continue to invest in critical road, bridge, bicycle, and pedestrian infrastructure.
Objective: Objective 3: Invest $5 million by 2024 on new pedestrian and bicycle facilities, and adopt maintenance guidelines on roads to consider bicyclists and pedestrians.
These projects create new pedestrian and bicycle facilities.
Prior Board Actions:
June 13, 2022, accepted the Five-Year Capital Improvement Plan 2022-2027 including subject Bodega Bay Trail - Coastal North Harbor and Crocker Road Bridge Bike and Pedestrian Passage projects.
March 23, 2021, as the Board of Directors of the Ag + Open Space District, received the Bodega Bay Trail - Coastal North Harbor trail construction project into the Matching Grant Program.
