Executive Summary:

Sonoma County Public Infrastructure (SPI) is recommending the Board approve and authorize the Director of SPI to execute a Professional Services Agreement (Agreement) with Cornerstone Structural Engineering Group, Inc. for engineering and environmental services related to the Bohemian Highway Bridge Seismic Retrofit Project (C11009). If approved, the Agreement will have a not to exceed amount of $1,826,674, including a $124,000 contingency and a five-year term ending December 31, 2029. In addition, the Agreement includes the option to add certain additional services that may be required. If fully exercised, the optional services would add up to $462,742 in additional costs to the Agreement.  The cost of the optional services is included in the not to exceed amount. 

 

Discussion:

The Bohemian Highway Bridge, also known as the Monte Rio Bridge, was identified as structurally vulnerable to failure during a major earthquake, and a 2013 feasibility study by Drake Haglan & Associates determined that retrofitting the existing structure was infeasible, leading the Board to approve the design of a replacement bridge.

Replacement efforts began in 2015, following community engagement efforts by the County and securing of grant funding from State and Federal agencies. On October 24, 2017, after a competitive procurement process, the Board awarded an engineering, geotechnical, and environmental services agreement to Biggs Cardosa Associates, Inc. for a not to exceed cost of $2,748,293 and a term ending December 31, 2022. On December 7, 2021, the Board approved a Resolution to take jurisdiction over the Monte Rio Bridge Project Environmental Impact Report, and on May 15, 2022, the Board approved the Draft Environmental Impact Report (EIR). On July 12, 2022, the Board approved a First Amendment to the agreement with Biggs Cardosa, increasing the contract amount by $828,793 and extending the term for five additional years through December 31, 2027.

Based on engineering and design work performed by Biggs Cardoza which projected construction cost far in excess of the originally obligated grant amounts, the Caltrans Office of Earthquake Engineering reassessed the project and recommended a reduced-scope strategy focused solely on seismic vulnerability rather than full bridge replacement in 2023. The modified project has been approved, and grant funding from State and Federal Agencies has been obligated.

Based on the project specifications, SPI staff advertised a Request for Proposals from August 19, 2024 to September 16, 2024. Of the nine hundred twenty-five firms invited to respond to the solicitation, two proposals were received. One from Biggs Cardosa and the second from Cornerstone Structural Engineering Group, Inc. (Cornerstone). After a comprehensive evaluation of both proposals, Cornerstone was selected as the highest-ranking proposer for this Project.

To advance the Project, SPI requests the Board approve and authorize the Director of SPI to execute an Agreement with Cornerstone for engineering and environmental services to complete the design phase of the Project. If approved, the Agreement will have a not to exceed amount of 1,826,674, including a 10% contingency and a term ending on December 31, 2029. In addition to the base fees and contingency, the Agreement includes the option to add additional services to address possible unforeseen issues. If fully exercised, the optional services would add up to $462,742 in additional costs to the Agreement.  The cost of the optional services is included in the not to exceed amount.

This Project is eligible for reimbursement through the Federal Highway Bridge Program (HBP), with the County match portion being funded by The State of California, through the Local Bridge Seismic Retrofit Account (LSBRA) or Prop 1B and must satisfy all requirements and limitations of these agencies, including approval by Caltrans.

Narrative Explanation of Fiscal Impacts:

Revenues and expenses associated with this contract are included in the FY 2024-25 Roads Capital (11051-34010103) Adopted Budget. Projected annual revenue and expenditures will be included in future Recommended Budgets beginning in FY 2025-26. Eligible expenses are 100% reimbursable through the Federal Highway Bridge Program (HBP) and Prop 1B. Funding has been approved for reimbursement by Caltrans
