Authorize the County Executive to execute the Second Amendment to the Personal Services Agreement with Angela Struckmann, Director of Human Services, extending the term of the agreement from September 12, 2026, to September 12, 2029, continuing at the “I” step in the position’s salary range, and maintaining eligibility for other County benefits in accordance with Salary Resolution 95-0926.

Executive Summary:
The salary and fringe benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting, and an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government Code sections 54953, 54956).
Angela Struckmann was initially appointed as the Director of Human Services on October 6, 2020, for a three-year term through October 5, 2023. On September 12, 2023, the First Amendment to the Agreement was executed for an additional three-year term ending September 12, 2026. The recommended action amends the employment agreement, extending the term for three additional years, through September 12, 2029.
Discussion:
The Human Services Department provides safety-net services to support the health, safety and well-being of more than 150,000 individuals, families, and the community per year. Direct services are delivered through four program divisions, which determine eligibility and delivery of services in accordance with local, state, and federal regulations: 1) Adult and Aging, 2) Employment and Training, 3) Economic Assistance, 4) Family, Youth and Children.
The Director of Human Services is appointed by and reports to the County Executive. The Director is responsible for the operations of the department and delivery of its services to the community. Human Services is the County’s largest department with 1,020.55 full-time equivalent employee allocations and an adopted budget of approximately $489.42 million for Fiscal Year 2026-2027.
This Second Amendment to the Personal Services Agreement continues Ms. Struckmann’s current salary at the “I” step of the salary range, which is approximately $307,370 annually, for a term of September 12, 2026, to September 12, 2029, and includes all other benefits and compensation as prescribed in the County’s Salary Resolution 95-0296.

There is no anticipated fiscal impact to the Human Services Department’s budget for approving the recommended action. The salary and benefit costs of the Director are already programmed within the FY 2026-27 countywide budget.
