B)                     Award Contract to low bidder, Ghilotti Construction Company, in the amount of $2,839,062.45 (Base Bid) plus $247,800 (Alternate Bid), for a total of $3,086,862.45.Authorize a 10% contingency of $308,686.25 for a total not-to-exceed amount of $3,395,548.70.

Executive Summary:

The Department of Transportation and Public Works (TPW) requests the Board approve plans and specifications and award the contract to the low bidder, Ghilotti Construction Company, for the construction of the One Bay Area Grant (OBAG) Program Round 2 (Project 1 of 2), River Road Pavement Rehabilitation. This project includes an asphalt concrete overlay on River Road from Trenton-Healdsburg Road to just west of the SMART train tracks (4.83 miles).

 

Discussion:

The OBAG program was adopted by the Metropolitan Transportation Commission to better integrate the region’s federal transportation program with the State of California’s Climate Law (SB375) and the Sustainable Communities Strategy. Cities and Counties may use the funds to invest in: local street and road maintenance, streetscape enhancements, bicycle and pedestrian improvements, transportation planning, safe routes to schools projects and priority conservation area projects.

On July 18, 2017 the Board of Supervisors adopted a series of Resolutions authorizing the Director of TPW to file funding applications under the OBAG program. Execution of these funding applications contractually committed the County to providing necessary local matching funds as well as assurances that the County would complete each approved project in a timely manner.

Round 1 of the OBAG Program (OBAG 1) was constructed in 2017 and included road treatments on Bodega Highway (Sexton Lane to City of Sebastopol), D Street (Marin County Line to just south of Petaluma City Limits), River Road (just east of SMART train tracks to Hwy 101), and Windsor River Road (Eastside Road to Town of Windsor). Corby Avenue (Hearn Avenue to City of Santa Rosa City Limits) and Dutton Avenue (Hearn Avenue to City of Santa Rosa) were also part of the OBAG 1 as Alternate Bids, but were not awarded, and thus will be part of OBAG Round 2 (Project 2 of 2).

The requested project is OBAG Round 2 (Project 1 of 2); River Road Pavement Rehabilitation. The project limits are River Road, from Trenton-Healdsburg Road to just west of SMART train tracks. The scope of the proposed construction work will include conform grinding, removal and replacement of failed asphalt in localized areas (digouts), striping removal, installation of thermoplastic striping, installation of bicycle signage, shoulder backing, guard rail improvements, culvert lining, utility cover adjustments and traffic control. Following the repair of the existing asphalt pavement, the entire roadway (edge of pavement to edge of pavement) will be paved with a layer of asphalt concrete. Following paving a center line rumble strip that is 5 inches wide will be placed. Where adequate width is present, River Road will be striped for Class 2 bicycle lanes. The alternate bid was for 18” Spiral Would PVC Pipeliner for culvert rehabilitation.

Following advertisement, electronic bids were opened on May 12, 2020.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsive and responsible bidder. Ghilotti Construction Company is experienced in performing this type of roadway work. They recently completed several Sonoma County Pavement Preservation Program contracts, including the 2019 Full-Depth Reclamation and Overlays Project. They also were the general contractor for the 2017 OBAG 1, Bodega Highway Rehabilitation and Various Roads Preservation project (C14040).

A second board item for construction management will follow, which grant funds will also cover.

Narrative Explanation of Fiscal Impacts:

88.53% of the income for this project is provided by grant funds allocated through the Metropolitan Transportation Commission’s OBAG program. The remaining 11.53% of project costs will be funded through appropriations in the FY 2020-21 Road Capital budget. As referenced earlier in this Board Item the County is contractually committed to this program/project and the corresponding local match.
