Executive Summary:
The Department of Public Infrastructure (SPI) is requesting the Board authorize the Chair to award and execute an agreement with Granite Construction, for Construction Manager Services related to the Airport Apron C rehabilitation project. As part of this project, staff are recommending a 10% contingency to account for any unforeseen circumstances that cannot be predetermined prior to the start of the project. This initial award will include authorizing the Director of Public Infrastructure to issue a Notice to Proceed for pre-construction services not to exceed $155,434. SPI will return to the Board within the next six (6) months for approval of the construction services portions of the agreement.
Discussion:
An airline apron is an essential part of airport infrastructure, providing a safe space for aircraft to be parked, unloaded or loaded, refueled, boarded, or maintained. Apron C is the commercial use apron at STS and was originally constructed in the early 1960’s. One-third of the apron was reconstructed in 2015, however commercial airline service has expanded since that time, and the regular use by commercial aircraft has resulted in continued deterioration of the remaining Apron C pavement.
An evaluation of pavement condition was performed in 2021, for an Airport Pavement Management System (APMS) update. At the time of the survey, the remaining Apron C pavement was determined to be in Very Poor to Serious condition, including cracking and weathering. The existing apron pavement and drainage needs to be reconstructed in order to provide adequate, safe, functional infrastructure to support current Airport activity. The proposed rehabilitation project will involve reconstruction of the existing pavement, as well as expanding the overall size of Apron C from four (4) airplane parking positions to six (6). In addition, the project will also include improvements to drainage, electrical utilities, and apron lighting.
Prior commencing the construction phase of the project, certain preconstruction activities need to be completed by the contractor. This work includes conducting studies, such as potholing, to determine the current location of underground utilities. This agreement will provide funding for the development of a phasing plan by the contractor, which will allow all four aircraft parking positions to remain usable at all times and minimize impacts on operations and passengers. The results of these studies and plans by the selected contractor should accelerate the construction phase of the project and reduce overall costs.
This project has been analyzed under the California Environmental Quality Act and was determined to be exempt. The notice of exemption was filed on April 10, 2023 and posted from May 5, 2023 through June 3, 2023 with no comments received.
The project is being recommended for award of pre-construction services at this time, with the expectation of using the same contractor to complete the construction phase, under the project delivery method referred to as “construction manager at risk” (CMAR), pursuant to Contract Code section 20146. The CMAR delivery method allows the County to work with a single contractor through the final stages of project design to the completion of the project, which helps ensure timely delivery of the work under a budget set by further contractual agreement between County and the contractor at the end of the preconstruction phase. Thus, in contrast to the traditional delivery method of designing a project fully prior to contracting with the lowest bidder, the County selects a contractor through a best value approach and partners with that contractor throughout the process. Although the contract before the Board is currently in the amount of $155,434, if the preconstruction phase is completed successfully with the selected contractor, staff will return to the Board to request approval of the construction phase contract without further competitive process. The total project cost is estimated at approximately $13-15 million.
Because construction costs will be financed by a grant agreement with the Federal Aviation Administration, which grant rules prohibit certain forms of economic advantages to specific groups, which FAA interprets to include Project Labor Agreements with local trade organizations, the project is exempt from a Project Labor Agreement. The prohibition on the use of PLAs in federally funded agreements such as the FAA Airport Improvement Program grants is contemplated by the County’s existing Project Labor Agreement policy, which expressly excludes from its coverage federally funded projects.
On February 8, 2023, the Airport released a RFQ/P in the necessary “best value” format described above for a CMAR project. This RFQ/P was a culmination of work between the Airport, County Counsel, C&S Companies, and Mead & Hunt. On February 15, 2023, a mandatory site visit conference was held at the Airport. Questions from interested parties were collected and answered via the County Purchasing Portal on March 1, 2023. Four (4) qualified proposals were received by the RFQ/P deadline of March 9, 2023:

The four submitted RFQs were evaluated by Airport staff and outside consultants with initial rating scores assigned based on criteria described in the RFQ. After initial ratings were completed, all proposers were invited to attend interviews on April 24, 2022. Interviews included timed presentations by each firm, a situational exercise, and formal questions and answers. The interview team was composed of representatives from the Airport, other County divisions, and consultants. Final rankings were cumulative based on multiple criteria listed and detailed in the RFQ. Cumulative scoring included a base score determined by initial reviews of proposals, plus interview rating scores. After all scores were tabulated, Granite Construction was determined to be the best value to the County.
At this time, the Department is not requesting approval for the above outlined construction services, but for the pre-construction services phase. Once this phase is complete, a guaranteed maximum price contract for the construction phase is anticipated to be brought to the Board for consideration within the next six to nine months.
This project will also involve engineering and design services by Mead & Hunt. On December 6, 2022, the Board approved an agreement with Mead & Hunt for the design services and project plan formulation services related to the Apron and other projects.
Funding for this project will be sourced from normal Airport revenues from fees for services and reimbursed through a Federal Aviation Administration Airport Improvement Program Grant.
Department staff recommend that the Board of Supervisors authorize and execute the agreement with Granite Construction for an amount not to exceed $170,977 (includes 10% contingency) to complete pre-construction services related to the Apron C Reconstruction Project at the Sonoma County Airport.

Narrative Explanation of Fiscal Impacts:
The Federal Aviation Administration is in the final stages of approval for AIP-73 their grant that will fund this portion of the Apron C project at 90.66%. The remaining 9.34% will be funded through Airport rents and fees collected as part of the normal airport operation. These expenses were programmed into the FY23-24 budget.Funded by normal Airport rates and fees.
