Executive Summary:
Approve the reappointment of Mike Bojanowski, Peter Daly, Jerry Eddinger, Richard O’Connell, and Eric Seabrook to the Board of Building Appeals for a four-year term beginning May 26, 2025, and ending May 25, 2029.
Discussion:
The Board of Supervisors granted authority to the Board of Building Appeals with Sonoma County Code Section 7-3. The Board of Building Appeals hears and rules upon matters pertaining to building and fire code interpretation, and suitability of alternate materials and types of construction. It shall be the policy of the Board of Supervisors to appoint seven members of various professions related to the building industry, for four-year terms.
Sonoma County Code 7-3 <https://library.municode.com/ca/sonoma_county/codes/code_of_ordinances?nodeId=CH7BURE_ARTIGE_S7-3LOAPBOHOAPBO> establishes specific requirements for four of the seven members of the Board of Building Appeals: at least one (1) registered civil engineer, one (1) registered fire protection engineer, one (1) licensed architect, and one (1) contractor with at least a Class B license. Sonoma County Code also allows the Board of Supervisors the discretion in the appointment of otherwise qualified persons.
Four of the proposed re-appointees are contractors with a Class B license: Mike Bojanowski, Peter Daly, Jerry Eddinger, and Richard O’Connell. Paul Schmidt is a licensed architect. These individuals have extensive background in the structure design, construction and inspections, and interpreting building codes.
Eric Seabrook qualifies through experience versus licensure. Mr. Seabrook is a certified building official who provides consultation services for administrative oversight, plan review and inspection expertise for a wide range of occupancy projects throughout California, and
Currently, there are two vacant seats: one for a civil engineer and one for a fire protection engineer. There are approximately 1,000 active licensed fire protection engineers statewide and two within Sonoma County. The State of California has a population of 39 million making fire protection engineers a rare profession within California. Staff have inquired with the two fire protection engineers within Sonoma County and are awaiting a response.
Members of the Board of Building Appeals are compensated $125 per hearing, not to exceed $250 per month.

Per Sonoma County Code Section 7-3, Board of Building Appeals members are compensated $125 per hearing not to exceed $250 per month. Stipends for the Board of Building Appeals are included in the annual Permit Sonoma budget.
