Executive Summary:

Sonoma County Water Agency (Sonoma Water) operates water diversion facilities at its Wohler-Mirabel facility, located near the community of Forestville.  The communication equipment at the facility has reached the end of its useful life and requires replacement.  Sonoma Water proposes hiring a consultant to provide engineering and design services for its Wohler-Mirabel Fiber Communications Resiliency Project (Project) that will include upgrades and installation of new telecommunications infrastructure.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

This Project is located at Sonoma Water’s Wohler-Mirabel water production facility.  Existing fiber optic infrastructure is antiquated (circa 1997), inadequate, and has a high degree of risk exposure to natural disasters including fire, flood, and earthquake.  The goal of this project includes establishing redundant pathways between the Mirabel, Wohler, and River Road primary communications facilities which will mitigate these risks.  The improvements will also establish fiber connectivity between the primary communications facilities and the water treatment facilities throughout Wohler and Mirabel.  This infrastructure will allow for modern communications protocols, higher bandwidth, and increased reach of the on-site local area network.

 

The Project includes upgrades and installation of new telecommunications infrastructure involving underground sub-structures, overhead pole line ducts, fiber optic  backbone cabling, pathways and spaces, and testing and commissioning.  Primary telecommunications service point and central distribution facilities are anticipated at River Road Chlorination Facility, Mirabel Chlorination Facility, and the Wohler Control Building.  This will provide redundancy of service to the critical treatment facilities throughout the sites.

 

SELECTION PROCESS

Carollo Engineers, Inc., (Consultant) was selected from a list of qualified consultants developed from a competitive selection process.  Attached is a memo that explains the competitive selection process.

 

SERVICES TO BE PERFORMED

Under the proposed agreement, Consultant will provide engineering and design services related to the Project.

 

The cost of services will not exceed $1,019,192; the term end date is December 31, 2029.

 

Through the proposed agreement, the General Manager will be delegated the authority to approve a written amendment to extend the term of the agreement for up to two additional years by providing written notice to the other party thirty days in advance of the expiration date and by executing an agreement amendment.

This project will benefit essential emergency systems at the Wohler-Mirabel-River Road facilities, including SCADA Radio, Operational Technology, Business Network Data & Phone, Access Control, and Video Surveillance (Security) by establishing redundant communications paths and multiple points of service for resistance from natural hazards such as fire, flood, and earthquake.

Narrative Explanation of Fiscal Impacts:

Budgeted amount of $1,019,192 is available from FY 2025/2026 appropriations for the Water Transmission Common Facilities fund.  No additional appropriation is required.
