C)                     Authorize a 10% contingency in the amount of $496,912, for a total, not-to-exceed contract amount of $5,466,031.

D)                     Authorize the Chair to execute construction contract C11005.

Executive Summary:

Sonoma County Public Infrastructure (SPI) is requesting that the Board approve plans and specifications and execute a construction contract with Steelhead Constructors JV for the replacement of the Geysers Road Bridge over Frasier Creek. If approved, the total construction contract value will be $5,466,031 including a 10% contingency.

Expenses associated with this contract are 100% federally reimbursable through the Federal Highway Bridge Program (HBP), with funding programmed by CalTrans for Fiscal Year 2025-26. SPI anticipates the funds will be obligated in May 2025. SPI will submit monthly invoices to CalTrans for reimbursement of eligible construction expenditures, with payments typically received within 30 days following invoice submission. The project specifications and contract include provisions to address funding availability, including options for suspension or termination if necessary.

 

Discussion:

The Geysers Road Bridge over Frasier Creek Project (“Project”) will result in the construction of a new two-lane bridge on the same alignment as the existing, but functionally obsolete two-lane bridge. The new bridge has been designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. As part of this Project, the existing bridge will be removed after construction of the new bridge. The Project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders as required by applicable standards. Due to the low traffic volume on Geysers Road, pedestrians, bicycles, and vehicles will share the travel lanes and shoulders.

In 2014, SPI issued a Request for Qualifications for design services for the Geysers Road Over Frasier Creek Bridge Replacement Project (C11005). TRC was selected as the most qualified consultant to provide these services, and a Professional Services Agreement was awarded by the Board of Supervisors on October 7, 2014. The original scope of work in this Agreement included civil engineering and design, geotechnical engineering, traffic studies, hydraulics and hydrology, environmental studies, public outreach, and construction support services. The Agreement was for a not to exceed amount of $559,260 (including 10% contingency) and a term ending December 31, 2016.

On December 13, 2016, the Board approved a first amendment to the Agreement, extending the term of the Agreement through December 31, 2021, at no additional cost. On September 12, 2017, the Board approved a second amendment increasing the contract value by $16,387 to complete a required archeological survey report requested by the California Department of Transportation. On December 7, 2021, the Board approved a third amendment increasing the contract value by $216,078 for additional design work associated with updated regulatory requirements and California bridge design standards required by CalTrans. In addition, the third amendment extended the term through December 31, 2026.

On June 13, 2022, by Resolution No. 22-0246, the Board adopted a Mitigated Negative Declaration and Mitigation Monitoring Program and approved the Project, and on October 22, 2024, the Board approved a fourth amendment to the Agreement in order to complete final design work, provide bid preparation services, and construction support for the project. The amendment increased the total contract value by $266,069 for a new, total not to exceed cost of $1,081,040 (including $74,088 contingency). The term of the contract was not affected by the fourth amendment and remains December 31, 2026.

The Engineer’s Estimate for the project was $6,500,000 to $7,000,000 and the Project was advertised for construction bids from March 10, 2025 to April 1, 2025. Bids were opened April 1, 2025, and were received as follows:

The lowest responsive bid of $4,969,119 was approximately 23.6% lower than the Engineer’s Estimate, and in accordance with Public Contract Code Section 20128, the contract will be awarded to the lowest responsible and responsive bidder, which is Steelhead Constructors, JV. The total estimated construction cost including a 10% contingency fee is therefore $5,466,031.
