B) Adopt a resolution authorizing budgetary adjustments to the fiscal year 2022-2023 adopted budget in the amount of $75,908 to reflect additional revenue and expenditures associated with the Department’s sexually transmitted disease prevention program and related services. (4/5th Vote Required)

Executive Summary:
The Department of Health Services (hereinafter “DHS” or “the Department”) Public Health Division coordinates planning and evaluation for human immunodeficiency virus, Hepatitis C Virus, and Sexually Transmitted Disease (STD) prevention activities, and coordinates planning, development, and evaluation for local prevention and control programs. Funding for the Public Health Division’s STD program management and collaboration efforts is provided through a grant with the California Department of Public Health. Initial grant funding was for five years with a total amount of $822,905 through June 30, 2024. In late 2022, the California Department of Public Health notified the Department that additional funding in the amount of $303,632 would be provided, for a new total amount of $1,126,537 through June 30, 2024. As required by the grant, the Department will provide fifty percent of the award to a local community-based organization for related services. The remaining amount will be used for Public Health Division program activities.
In early 2022, the Department released a request for proposals (RFP) for STD prevention and control services. As a result of the RFP, the Department entered into an agreement with Santa Rosa Community Health Centers in the amount of $198,870, including $34,288 for fiscal year (FY) 2021-2022, $82,291 for FY 2022-2023, and $82,291 for FY 2023-2024. The Department is requesting approval to amend the agreement with Santa Rosa Community Health Centers to increase the FY 2022-2023 and FY 2023-2024 amounts by $75,908 each, funded with a portion of the additional grant funding described above. The amendment will increase the annual amount to $158,199 for FY 2022-2023 and FY 2023-2024, with a new agreement total amount of $350,686 through June 30, 2024.
This item also recommends approval of a budget resolution to increase FY 2022-2023 appropriations associated with the Department’s sexually transmitted disease prevention and control program in the amount of $75,908.
Discussion:

Funding for the Public Health Division’s STD program management and collaboration efforts is provided through a grant with the California Department of Public Health. Primary services provided by Santa Rosa Community Health Centers through the services agreement include the following: 1) conduct STD screening and testing among people who are homeless or unstably housed, including referrals/linkage to family planning, preconception, or prenatal care for pregnant people experiencing homelessness; 2) assess HIV status of people tested for STDs, and link to HIV testing, HIV pre-exposure prophylaxis, or HIV care, as appropriate; and 3) increase capacity to provide STD testing, treatment, linkage, and referral at multiple locations with mobile outreach at various sites where people experiencing homelessness are located. By increasing funding on the agreement, Santa Rosa Community Health Centers will increase staff time to conduct more screening and STD testing among people who are homeless or unstably housed. This will in turn increase the number of people who will receive treatment.
This item also recommends approval of a budget resolution to increase FY 2022-2023 appropriations associated with the Department’s sexually transmitted disease prevention and control program in the amount of $75,908.

Narrative Explanation of Fiscal Impacts:
Appropriations of $75,908 will be added to the FY 2022-2023 budget via the attached budget resolution for the Santa Rosa Community Health Centers agreement amendment. The additional cost is fully funded by CDPH: no county General Fund or other local match is required. Additional appropriations of $75,908 will be included in the FY 2023-2024 budget for the Santa Rosa Community Health Centers agreement amendment.
