A) Adopt a Personnel Resolution amending the Department Allocation List of the Department of Health Services to add 1.0 Full-Time Equivalent Social Service Supervisor I and delete 1.0 Full-Time Equivalent Behavioral Health Clinician, effective October 27, 2026.
end
Executive Summary:
The Department of Health Services (DHS) requests approval to add 1.0 Full-Time Equivalent (FTE) Social Service Supervisor I and delete the currently vacant 1.0 FTE Behavioral Health Clinician position in Home Visiting, resulting in no net change in FTE count.
This change addresses a supervisory gap in the Teen Parent Connections (TPC) program. The Behavioral Health Clinical Specialist who currently provides clinical supervision to TPC's four Social Service Worker IIIs is shifting to the Mental Health Consultation team to meet that program's needs. The restructuring ensures continuity of supervision for TPC, better aligns staff classifications with actual responsibilities, and supports the Mental Health Consultation program's staffing needs.
Discussion:
Program Background
The Teen Parent Connections (TPC) program was established in 1987 in response to rising teen pregnancy rates and the associated risks to children's well-being. TPC addresses the complex health needs of pregnant and parenting teens, which, if left unaddressed, can lead to multi-generational health disparities. Program goals include increasing high school graduation rates; reducing repeat teen pregnancies; increasing use of long-acting reversible contraceptives; improving infant immunization and breastfeeding rates; and connecting families to health and social services.
Requested Staffing Change
DHS is requesting to add 1.0 FTE Social Service Supervisor I and delete the currently vacant 1.0 FTE Behavioral Health Clinician position in Home Visiting.
The Behavioral Health Clinical Specialist in Family Health, who currently provides clinical supervision to the Social Service Worker IIIs in TPC, will shift to the Mental Health Consultation team to meet that program's needs. The requested Social Service Supervisor I position will supervise the team of Social Service Worker IIIs in TPC.
The Social Service Supervisor I is the appropriate classification to supervise TPC's four Social Service Worker IIIs. Under the current structure, a Behavioral Health Clinical Specialist provides clinical supervision, while the Social Service Worker IIIs report directly to the Health Program Manager in Home Visiting. This restructuring supports a more equitable distribution of supervisory workload and appropriate program oversight.
County HR has reviewed the corresponding PCR, including the updated duties and responsibilities outlined in the Description of Primary Duties/Responsibilities section. Based on this review, County HR has determined that the identified job classifications are an appropriate fit for the duties and responsibilities of the positions and are consistent with the proposed organizational restructuring. County HR therefore approves the classifications identified in the PCR and supports moving forward with the restructuring as proposed. The change aligns staffing resources with TPC's operational needs. The new Social Service Supervisor I will provide direct supervision and oversight for the four Social Service Worker IIIs, allowing the Health Program Manager to maintain management-level oversight while shifting day-to-day supervisory responsibilities to a first-line supervisor. This restructuring also enables the Behavioral Health Clinical Specialist to move to the Mental Health Consultation team without creating a supervisory gap in TPC.
The position will be included on the Maternal, Child and Adolescent Health (MCAH) grant and will be participating in Title XIX Federal Financial Participation (FFP) to draw down matching Medicaid funds.

Narrative Explanation of Fiscal Impacts:
Deleting the Behavioral Health Clinician position and adding a Social Service Supervisor I position will result in estimated FY 2026-2027 salary savings of $122,087 due to the Social Service Supervisor I position being vacant for approximately 48% of the fiscal year. The pro-rated estimated FY 2026-2027 salary cost for the Social Service Supervisor I is $94,266. The position will be supported through the MCAH grant and will participate in Title XIX FFP to draw down matching Medicaid funds. The resulting savings will be utilized to offset existing operating costs, ultimately reducing the need for Public Health 1991 Realignment support.

Narrative Explanation of Staffing Impacts (If Required):
The Behavioral Health Clinician position proposed for deletion is currently vacant and therefore does not have an incumbent whose existing workload must be reassigned.
The staffing model is being restructured based on current program needs. The Behavioral Health Clinical Specialist currently supporting TPC will shift to the Mental Health Consultation team. The newly allocated Social Service Supervisor I will assume direct supervisory responsibility for the four Social Service Worker IIIs in Teen Parent Connections.
