Executive Summary:

The Human Services Department, Adult and Aging Services Division, is requesting that the Board of Supervisors adopt a resolution and authorize the Director of the Human Services Department to sign an agreement to accept $73,628 in revenue from the California Department of Aging to fund the Supplemental Nutrition Assistance Program Education for older adults beginning on October 1, 2019. The revenue will fund evidence-based nutrition education and obesity prevention programs for older adults, and will enhance healthy lifestyles through increased physical activity and nutritional education.

 

Discussion:

The Supplemental Nutrition Assistance Program Education (SNAP-ED), now referred to as CalFresh Healthy Living, is the nutrition education and obesity prevention component of the Supplemental Nutrition Assistance Program (formerly known as Food Stamps), a program of the United States Department of Agriculture.  The key messaging of SNAP-ED interventions is the promotion of a healthy lifestyle through increased physical activity and nutritional education. The California Department of Aging is the recipient of the funding and is a pass-through for contracting with state-wide agencies for implementing local evidence-based interventions.

The Standard Agreement funding received is based on the 19/20 Federal Fiscal Year funding cycle which runs from 10/1/2019 through 9/30/2020. 

 

The $98,171 in funding will be used to provide the approved interventions - A Matter of Balance and Bingocize. A Matter of Balance is a nationally recognized evidence-based program designed to help older adults manage falls and increase activity levels. The Matter of Balance program is intended for seniors 60 years of age and older, whose fear of falling compromises their level of social and physical activity. Trained coaches support older adults in learning how to identify fall risks and address issues regarding medications, provide problem-solving strategies to address behaviors and habits that contribute to falls, incorporate simple exercises to promote strength, flexibility and balance, and advise older adults on how to access community resources for added support with these topics. Bingocize is an evidence-based fall prevention program from the University of Western Kentucky, designed for older adults 60 years of age or older, that combines the fun of Bingo with progressively difficult fall prevention exercises. Led by a certified instructor, the program consists of one-hour games played weekly over four weeks.

 

Additionally, A Matter of Balance coaches and Bingocize instructors provide nutritional education handouts highlighting local produce and food sources using “Harvest of the Month” materials, as well as identifying Farmers’ Market locations to promote the consumption of fresh local fruits and vegetables and reinforcing how nutrition plays a key role in overall good health.

 

The Area Agency on Aging has received this funding in varying amounts for the prior five Federal Fiscal Years.

Narrative Explanation of Fiscal Impacts:

The 12-month long CalFresh Healthy Living program is funded at the Federal level on a Federal Fiscal Year basis with a total grant allocation in the amount of $98,171 from October 1st, 2019 through September 30th, 2020.  Therefore, this Federal grant needs to be divided into two tranches for receipt at the local level by the County of Sonoma into FY 2019-2020 and FY 2020-21; whereas a 75%-25% split will be applied to the total FFY grant amount such that the first tranche of $73,628 will be received by the County of Sonoma in FY 2019-2020, and the second tranche of $24,543 will be received in FY 2020-2021.  Human Services will request the new budget appropriations during the County Budget Adjustment Process for FY1920.  No match is required at the local level: neither current HSD operational fund nor current county General Fund will be affected.
