B) Authorize contingency up to 10% of the contract cost, in the amount of $118,934.
C) Authorize the Director of Public infrastructure to execute said construction contract and any other related, required documents, in form approved by County Counsel.
D) Approve plans and specifications for the subject Project.

Executive Summary:
Sonoma County Public Infrastructure (SPI) Capital Projects Division is seeking Board approval and award of a construction contract in the amount of $1,189,343 and approval a 10% contingency of $118,934, to Belz Construction, Inc. for improvements to the REDCOM emergency dispatch center and other leased space at the Sheriff’s Office.
Discussion:
Redwood Empire Dispatch and Communication Authority (REDCOM) is a Joint Powers Authority established in 2002 under the California Joint Exercise of Powers Act to provide centralized emergency Fire and EMS dispatching to emergency response agencies within Sonoma County. RECOM currently leases space in the Sonoma County Sheriff’s administrative building located at 2796 Ventura Avenue in Santa Rosa. In order to improve its existing facilities, REDCOM has contracted with the Capital Projects Division of SPI to manage tenant improvements including expansion into an adjoining office. Adding 413 square feet will increase the dispatch consoles from ten (10) to fifteen (15). The improvements to the REDCOM workspaces will enable expanded service to serve the public during major local emergencies and disaster operations.
Pursuant to a project agreement between REDCOM and the County, SPI prepared a bid package and solicited bids for construction work on behalf of REDCOM on November 25, 2025. Bids were due and publicly opened on January 27, 2026.
One bid was received and subsequently evaluated for its costs and qualifications. Belz Construction Inc. was the lowest, qualified bidder. Pursuant to the Project Agreement and lease with County, REDCOM is responsible for all project costs, including SPI project management expenses and the cost of the construction contract with Belz. REDCOM has approved the project costs and will transfer funding to the County for the total project costs.

Narrative Explanation of Fiscal Impacts:
Redwood Empire Dispatch and Communication Authority (REDCOM) will fund the cost of construction associated with its tenant improvement project. Funding for this work is appropriated through consolidated budget adjustments in the REDCOM Expansion capital project 21CP40005AA (21144-40105300).
