A) Authorize the General Services Director to execute the amendments to extend terms for the license agreements with the following agencies at the following facilities:
i. Women’s Recovery Services - A Unique Place for residential treatment services provided in a facility located in Santa Rosa; proposed extension through June 30, 2025;
ii. Santa Rosa Community Health Centers, for health services at 2235 Challenger Way, Suite 109, Santa Rosa; proposed extension through June 30, 2025;
iii. Drug Abuse Alternatives Center for alcohol and drug treatment rehabilitation services at 1430 Neotomas Avenue, Santa Rosa; proposed extension through June 30, 2025;
iv. U.S Congressman Mike Thompson, for public agency assistance and services at 2300 County Center Drive, Suite A100, Santa Rosa; proposed extension through January 2, 2023;
v. Community Child Care Council (the 4C’s) for child care services at 2614 Paulin Drive, Santa Rosa; proposed extension through September 30, 2022;
vi. American Red Cross for trailer storage of disaster emergency supplies at 470 Hood House Drive, Santa Rosa; proposed extension through June 30, 2025;
vii. Sonoma County Museum for museum archival storage at 301 Hood House Drive, Santa Rosa; proposed extension through June 30, 2025;
B) Authorize the General Services Director to execute a license agreement with West County Community Services for use of office space comprised of 6,635 sq. ft., located at 2245 Challenger Way, Suite 104, Santa Rosa, to provide wellness and recovery support services to clients referred by the Sonoma County Department of Health Services;
C) Authorize the General Services Director to execute future amendments and associated documents required for the operation of the aforementioned agreements, as reasonably requested by General Services staff, and in consultation with County Counsel, which are consistent with the essential terms of the original agreements and do not extend the terms of these agreements:
D) Make findings as required by Government Code Section 26227 that the proposed amendments with Women’s Recovery Services, Santa Rosa Community Health, Drug Abuse Alternatives Center, Community Child Care Council, American Red Cross, Sonoma County Museum, and the proposed license agreement with West County Community Services are necessary to meet the social, health and rehabilitation needs of the population of the County and that the County does not need the subject premises during the extended terms of these agreements.
E) Make findings as required by Government Code Section 25526.6 that the proposed extension of the license agreement with U.S. Congressman Mike Thompson is in the public interest and that the use of the County property will not substantially conflict or interfere with the use of the property by the county.

Executive Summary:
This item seeks Board approval to authorize the General Services Director to execute amendments to extend the terms of license agreements (Agreements) for use of County property, with the following organizations, who provide services to the general public of Sonoma County: Women’s Recovery Services (WRS); Santa Rosa Community Health (SRCH), Drug Abuse Alternatives Center (DAAC) , U.S. Congressman Mike Thompson (Congressman Thompson), Community Child Care Council (4C’s), American Red Cross (ARC), and Sonoma County Museum (Museum). This item also seeks Board approval to authorize the General Services Director to execute a new license agreement with West County Community Services at The Lakes Behavioral Health campus.
Discussion:
This Board item involves delegated authority for the renewal of seven (7) license agreements and execution of one (1) new license agreement (the “Agreements”), involving real property where the County is the owner/tenant. The Agreements require term extensions, in order to allow the programs offered by these agencies, to continue to operate at their current locations. Except for the license agreement with Congressman Thompson, and the proposed new license agreement with West County Community Services, these license agreements are currently holding over, month-to-month, pending approval by your Board for extending the terms of these agreements. Attachment 1, the Summary of Agreements, provides specific terms and the proposed extended term requested for each Agreement. Instead of submitting a separate agenda item for each Agreement, Staff has combined the renewal requests into this one agenda item in the interest of expediency and efficiency.
Womens Recovery Services (WRS). Since September 2013, Womens Recovery Services has
utilized County real property consisting of a single-family dwelling, comprised of 1,102 sq. ft., located in west Santa Rosa, for the Department of Health Services program commonly known as ‘Hope House.’ The premises provide a sober living environment for use by women and their children, who are referred by the Department of Health Services, as they transition back into the community. The WRS Agreement expired on June 30, 2020, and the proposed amendment will extend the term through June 30, 2025.
Santa Rosa Community Health Centers (SRCH). Since October 2018, Santa Rosa Community Health has operated the Bridges to Health Program at the DHS Lakes Behavioral Health campus, utilizing 1,131 sq. ft. of office space at 2235 Challenger Way, Suite 109, in Santa Rosa. SRCH provides primary health care to low-income adults living with severe mental illness and chronic medical conditions, and who access mental health services at the Lakes campus. The clinic is staffed by a licensed family nurse practitioner who administers physical health services to clients referred by the DHS. The SRCH Agreement expired on June 30, 2020, and the proposed amendment will extend the term through June 30, 2025.
Drug Abuse Alternatives Center (DAAC). Drug Abuse Alternatives Center provides residential non-medical detoxification services for drug or alcohol dependent residents of Sonoma County. These services support the safe withdrawal from any substances and prepares clients for the next level of treatment. Since October 2010, DAAC has utilized 5,060 sq. ft. of office space at 1430 Neotomas, Santa Rosa, commonly known as the Orenda Center. The DAAC Agreement expired on August 3, 2020, and the proposed amendment will extend the term through June 30, 2025.
U.S. Congressman Mike Thompson. Since February 2013, Congressman Thompson has utilized 1,060 sq. ft. of office space located at 2300 County Center Drive, Suite A100, Santa Rosa. Congressman Thompson uses this office to meet with constituents, and to provide agency and referral assistance for Social Security and Medicare, the Internal Revenue Service and tax issues, student loans, veterans’ resources and benefits, and small-businesses. The Agreement with Congressman Thompson expires on January 2, 2021, and the proposed amendment will extend the term through January 2, 2023.
Community Child Care Council (4C’s). Since October 2004, Community Child Care Council of Sonoma County has utilized 2,300 sq. ft. of office space, located at 2614 Paulin Drive, Santa Rosa for the operation of a childcare facility, for the benefit of children of County employees and the general public. The 4C’s Agreement expired on September 30, 2020, and the proposed amendment would extend the term through September 30, 2022.
American Red Cross (ARC). Since June 2007, the American Red Cross has utilized approx. 3,600 sq. ft. of unimproved land, located at 470 Hood House Drive in Los Guilicos, to place (4) trailers storage, containing vital emergency and disaster-related supplies that are designated for use by Sonoma County. The trailers provide a benefit to the County by providing the County immediate access to emergency supplies in response to disaster events. The ARC Agreement expired on June 30, 2020, and the proposed amendment would extend the term through June 30, 2025.
Sonoma County Museum (Museum). Since July 2007, the Sonoma County Museum has utilized 1,228 sq. ft. of storage space, located 301 Hood House Drive in Los Guilicos. The Museum provides benefit to the County by using the Premises for storage of valuable archives and materials regarding the history of Sonoma County. The Museum Agreement with the Museum expired on June 30, 2020, and the proposed amendment would extend the term through June 30, 2025.
New Agreement with the West County Community Services. In 2019, Goodwill Industries of the Redwood Empire notified the Department of Health Services that they were not going to provide behavioral health services after fiscal year 2019-2020. As a result of a competitive procurement conducted in early 2020, West County Community Services will operate the wellness recovery and support program previously operated by Goodwill. The program, commonly referred to as the Wellness Center Program, serves behavioral health clients identified in the Mental Health Services Act Plan, including transition-age young adults, adults, older adults with serious mental illness, and consumer and family organizations. Staff is requesting approval for execution of a license agreement with West County Community Services to utilize County-leased space at The Lakes campus, with the following terms:
Term: Five years, commencing upon execution of the proposed Agreement. County may terminate with 90 days’ notice.
Premises: 6,635 sq. ft. of office space at 2245 Challenger Way, Suite 104, Santa Rosa.
Consideration:
In exchange for rent, WCCS will provide in-kind program services, through the Wellness Center at the Lakes Behavioral Health campus.
County Department of Health Services - Services Agreements. Santa Rosa Community Health, Drug Abuse Alternatives Center, Women’s Recovery Services, and West County Community Services provide services pursuant to services agreements with County Health Services (DHS). The services provided by WRS, DAAC, and WCCS are provided at a reduced cost to DHS, as those organizations do not need to include facilities costs when determining the cost of providing services to the County. The SRCH Bridges to Health Program is funded through SRCH sources, including Medi-Cal. The DAAC Residential Detoxification Program is funded by General Fund and the federal Substance Abuse Prevention and Treatment Block Grant. The WCCS Wellness Center Program is funded by the State Mental Health Services Act. The WRS program is funded by Substance Abuse Prevention and Treatment Block grant funding, 2011 Realignment funding, and the General Fund. During the current Covid19 pandemic, these service providers have continued to deliver services to clients.
Public Interest. Section 26227 of the Government Code allows the County to enter into the proposed amendments with Women’s Recovery Services, Santa Rosa Community Health, Drug Abuse Alternatives Center, Community Child Care Council, American Red Cross, Sonoma County Museum and the proposed license agreement with West County Community Services, provided the Board makes a finding that the agreements are necessary to meet the social needs of the population of the County and will not substantially conflict or interfere with the use of the premises by the County. Staff suggests that the provision of these Agreements is in the best interest of the public in the areas of rehabilitation, social welfare, safety and education, provided by these agencies as described in this report.
Section 25526.6 of the Government Code allows the County to grant or otherwise convey an easement, license or permit for use to the state, or to any county, city, district or public agency or corporation, any real property of the County, upon a finding by the Board that the conveyance is in the public interest and that the interest in property will not substantially conflict or interfere with the use of the property by the County. Staff suggests that granting of the license extension for the Agreement with U.S. Congressman Mike Thompson serves public purposes, as a public agency, which provides agency and referral assistance for Social Security and Medicare, the Internal Revenue Service and tax issues, student loans, veterans’ resources and benefits, and small-businesses. There is no other proposed use for the property at this time, and use by Congressman Thompson will not interfere with use of the property by County.
