A) Approve the Construction Plans and Project Manual (“plans and specifications”) entitled “Spring Lake Sewer Ejector Replacement Project” on file with the Clerk of the Board.
B) Award the construction contract to PIAZZA CONSTRUCTION for the base bid total amount $775,000 and authorize the Chair of the Board to execute the contract.
C) Authorize the Director of Regional Parks (or their designee) to make as needed minor changes to the project required by the final conditions, agency approvals and other project conditions so long as the total does not exceed 10% of the total project cost.

Executive Summary:
The Spring Lake Regional Park Sewer Ejector Pump Replacement Project will replace the original and obsolete pneumatic sewer ejector pump infrastructure at Spring Lake Regional Park with new electric pumps and associated infrastructure. Work includes, but is not limited to, removal of the existing pneumatic ejector/air compressor system, temporary bypass pumping, installation of new pump system, associated piping, concrete housekeeping pad and sump pump, installation of new electrical system, conduit and controls, recoating of existing platform in dry well (grating, stairs and handrails), re-installation of recoated platform with new grating, stairs, handrails, and a new asphalt overlay with pavement markings.
Discussion:
Spring Lake Regional Park is owned by Sonoma Water and operated by Sonoma County Regional Parks. Constructed in 1961-1964, Spring Lake is a beloved community asset and one of the most popular parks in the county. To commemorate the 50th anniversary of the park’s development, Regional Parks is investing in improvements and upgrades to the park, including the replacement of the original, maintenance-intensive and obsolete sewer ejector system.
The Spring Lake Regional Park Sewer Ejector Pump Replacement Project bid was structured as base bid with qualified responsible low bid proposed for contract award. The preliminary estimate of cost for the based bid provided by the consultant who developed the plans and specifications was between $480,000 and $530,000.
This project was initially bid in spring of 2022, receiving one bid significantly over the consultant’s estimate and project budget. The project was not awarded and did not move forward at that time. Over the next year, Regional Parks and Sonoma Water budgeted additional funds, sourced from the Spring Lake Fund Balance into Spring Lake’s Capital Project budget with the intent to rebid the project in FY23-24.
On October 12th, 2023, the project was sent to County Purchasing for posting on the portal and was advertised on October 18th and 25th in the Press Democrat.
On November 1st, 2023, a mandatory pre-bid conference at the park was held to provide contractors a chance to view the project site and evaluate conditions for bidding.
On November 16th, 2023, at 2:00 PM, bids were opened by the Purchasing Division. Three (3) responsive bids were received as shown in the attached Bid Tabulation.
This contract was put out to bid pursuant to Public Contract Code section 20120 et seq. (EC- added per comment from M.A.) The low responsive bid was determined to be that of Piazza Construction (contractor) in the amount of $775,000 for the base bid.
This construction project is funded by the fund balance contained in the Spring Lake Regional Park Capital Renovation Project budget.
The proposed Project is exempt from CEQA under 14 C.F.R. § 15302 as the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
Staff is recommending that the Board approve the plans and specifications on file with the Clerk of the Board, award the construction contract to Piazza Construction for the base bid total amount $775,000, authorize the Director of Regional Parks to make as needed minor changes to the project required by the final conditions, agency approvals and other project conditions so long as the total does not exceed 10% of the total project cost.
