A)                     Authorize the Probation Department to execute a Board of State and Community Corrections (BSCC) Mental Health Training grant agreement providing funding in the amount of $62,910 for the Probation Department to provide mental health-related training for eligible staff through September 30, 2020. The grant promotes the delivery of critical mental health-related training to corrections personnel.

B)                     Adopt a Budgetary Resolution adjusting the FY 2019-2020 Adopted Budget, increasing expenditure appropriations and offsetting revenue in the Probation Department’s budget by $62,910 for the purpose of using one-time grant funds for mental health related training.

Executive Summary:

The Probation Department requests the Board’s approval to execute a Mental Health Training grant agreement with the Board of State and Community Corrections (BSCC); and if approved, adoption of a Resolution authorizing $62,910 in appropriations to the Probation Department’s FY 19-20 budget. The grant funding will support the provision of mental health related training to Probation Department’s corrections personnel. 

 

Discussion:

The Sonoma County Probation Department is committed to serving the people of Sonoma County by reducing recidivism, fostering accountability, promoting positive behavior change and safeguarding the community. Justice is achieved and community safety enhanced by making a positive difference in the lives of victims, justice system involved youth and adults, and their families.

 

The Probation Department staff who will be trained with the Mental Health Training grant money work in both the Adult and Juvenile Divisions, including Supervision, Investigations, Pretrial, Supervised Adult Crews, Day Reporting Center, Juvenile Hall, Probation Camp and Administration.

 

The Board of State and Community Corrections (BSCC) is providing $7 million to local corrections agencies for a statewide mental health training initiative. The Board of State and Community Corrections (BSCC) Mental Health Training Grant is made available through the Department of Justice’s Edward Byrne Memorial Justice Assistance Grant (JAG) Program.

 

The funding is provided for two purposes:  mental health related training for local corrections staff; and instructor training for new Standards and Training for Corrections (STC) Behavioral Health training in core. The Probation Department applied for funding in June 2019 and received an award of $62,910 to provide STC-certified mental health related training to approximately 233 Probation Department corrections personnel. This training will supplement the Department’s existing mental health training that focuses on client mental health and that of corrections personnel. All training will be completed by September 30, 2020.

 

The grant agreement #BSCC 0044-18-MH is ready for execution by the County.

Narrative Explanation of Fiscal Impacts:

There are no fiscal impacts to the general fund associated with this action.  The State will release funding in one full payment, upon full execution of the contract.  All interest accrued must be expended in the program, and all unspent funds are subject to return.
