B)                     Authorize the Director of the Human Services Department, or designee, to sign the California Department of Social Services County Priorities Report form on behalf of the Board of Supervisors.

C)                     Approve the appointment of Stephen Zollman to the Child Care Planning Council for a term beginning July 11, 2023 and ending December 31, 2024.

Executive Summary:

The mission of the Child Care Planning Council (CCPC) of Sonoma County is to convene and inspire the community through collaboration, leadership, and advocacy to promote and plan for quality child care and development services for the benefit of all children (primarily birth to 12), their families, and Sonoma County.

 

Approval by the Board of Supervisors and County Superintendent of Schools is required when there is a change in funding priorities. This year there is a change in priorities based on the most recent census data.

 

This year’s priorities were the subject of one public hearing to allow for public comment, held on May 19, 2023. No objections to these new funding priorities were raised during the public hearings, and they were approved by the CCPC on May 19, 2023. These new priorities have been reviewed and approved by the Sonoma County Superintendent of Schools. The attached report contains the new priorities by zip code.

 

Discussion:

The CCPC was originally established in 1992 to meet the requirements mandated by the passage of Assembly Bill (AB) 2141, which created local child care and development planning councils to identify local priorities for child care and state preschool expansion funds. The passage of AB 1542, which established the California Opportunity and Responsibility to Kids (CalWORKs) program, also required the County Superintendent of Schools and the Board of Supervisors to designate a local childcare planning council to establish priorities for state-funded child care and development services and to develop a comprehensive countywide plan for child care. It is this bill that connects CalWORKs and the Sonoma County Human Services Department (HSD), to the CCPC. On September 29, 1998, the County Superintendent of Schools and the Board of Supervisors designated the CCPC of Sonoma County, to be staffed by the Sonoma County Office of Education (SCOE).

 

Discussion for Recommended Action Items A and B - Approving CCPC Funding Priorities Report

The California Department of Education (CDE) requires local child care planning councils to identify local priorities for new child care funding by zip code areas and secure approval by the Board of Supervisors and the County Superintendent of Schools before submission. The CDE uses these local funding priorities to prioritize funding requests for child care services from General Child Care and Development Programs (CCTR) and the California State Preschool Programs (CSPP) when additional funds are available. Additional funds may become available due to state funding increases or current contractors returning funds to the state. When there are any legislative changes to child care and development funding methodologies or structures, these priority area determinations may be used by the state in considering reallocations of any available funding.

 

Local funding priorities are determined using a CDE formula that pulls data from various sources, including the United States Census Report.

 

Data on eligible children in each zip code are compared to the number of children currently being served by state and federally funded child care. Based on comparative percentages and numbers of unserved children, zip code areas are then designated as a Priority 1 (top priority area for new child care funding) or Priority 2 (second priority area for additional funds); all remaining zip code areas are designated as Priority 3. Not Applicable (N/A) means there are no children or data in the zip code, or it is a post office box.

 

There are fourteen changes in this year’s zip code priority area calculations based on the most current data available. These changes may be due to multiple factors. Some possible factors for an increase in priority within a zip code may be due to staffing shortages, program closures, expansion of Transitional Kindergarten, and other factors. Some possible factors for a decrease in priority within a zip code may be due to an increase in child care slots, a decrease in population, and other factors. 

 

For California State Preschool Program contract funding, the zip codes changed as follows:

 

                     Calistoga (94515) increased from Priority 3 to Priority 2; Santa Rosa (95407) increased from Priority 2 to Priority 1; Petaluma (94952), Santa Rosa (95405), and Windsor (95492) decreased from Priority 1 to Priority 2.

 

For General Child Care and Development (CCTR) for Infants and Toddlers, the zip codes changed as follows:

 

                     Cotati (94931) decreased from a Priority 1 to Priority 2, Penngrove (94951) decreased from Priority 2 to Priority 3, and Valley Ford (94972) moved from Priority 3 to N/A.

 

For General CCTR for School Age, the zip codes changed as follows:

 

                     Penngrove (94951) and Forestville (95436) increased from Priority 2 to Priority 1, Glen Ellen (95442) increased from Priority 3 to Priority 2, Guerneville (95446) decreased from Priority 2 to Priority 3, and Petaluma (94953) and Valley Ford (94972) moved from Priority 3 to N/A.

 

No other Zip Code Priority funding changes were made.

 

This year’s priorities report was drafted by the consulting firm, Brion Economics, Inc. with oversight from an ad-hoc committee of the CCPC.

 

As noted, this year’s priorities were the subject of one public hearing to allow for public comment, held on May 19, 2023. No objections to these new funding priorities were raised during the public hearings, and they were approved by the CCPC on May 19, 2023. These new priorities have been reviewed and approved by the Sonoma County Superintendent of Schools. The attached report contains the new priorities by zip code.

 

As the state moves toward reinvestments in early education, it is the intention that these priority areas will serve as guidelines for the CDE in its allocations of contract funding. Additionally, it is hoped that local efforts to identify and blend funding streams can be used to address these gaps and disparities.

 

Discussion for Recommended Action Item C - Appointment

The CCPC bylaws allow up to 35 members, and the current membership is 20. There are usually between 20-25 active members of the CCPC. As required, the CCPC makes every effort to ensure that the ethnic, racial, and geographic composition reflects the county. The CCPC Membership Chair and committee have worked hard over the last year to increase membership. Openings are posted on the CCPC website and the County Boards and Commissions website. Additionally, community recruitment efforts are made on an ongoing basis via press releases, flyers, and individual outreach. Members are appointed for two-year terms, with half of the members’ terms expiring each year.

 

The Board of Supervisors is requested to appoint Stephen Zollman, Sonoma County Mayors and Councilmembers Association, for a Public Agency Seat. This appointment recommendation has been made to and approved by the County Superintendent of Schools.

 

The Council will have 14 openings for additional members after this appointment is approved.
