A) Accept $1,500,000 allocated under Provision 17 of Item 9210-102-0001 of the 2019 Budget Act, as amended by Senate Bill 109 (Chapter 363, Statutes of 2019) to the County of Sonoma for flood relief and mitigation of impacts from the 2019 Winter Storms and Flood Event.
B) Direct County Administrator to work with the Supervisorial Districts that were impacted by the 2019 flooding (District 4 and District 5) to develop and recommend a process to allocate Senate Bill 109 Budget Act of 2019 funds for recovery efforts from the disaster impacts of the 2019 flooding.

Executive Summary:
This item requests that the Board accept the $1,500,000 allocated under the 2019 Budget Act, as amended by Senate Bill 109 (Chapter 363, Statutes of 2019) to the County of Sonoma for flood relief and mitigation of impacts from the 2019 Winter Storms and Flood Event. Countywide damage assessments are estimated at over $150 million. The additional $1,500,000 will support flood recovery efforts for damage resulting from flooding on the Russian River. This item also seeks Board direction for the County Administrator’s Office to work with staff in District 4 and District 5 to develop and recommend a transparent process to allocate these funds for specific community recovery projects.
Discussion:
In February of 2019, the County experienced devastating storms prompting the worst flood disaster in almost 25 years. The Russian River ultimately crested at 45.4 feet, 13 feet above flood level, damaging or destroying over 2,500 homes and businesses. Countywide damage assessments were estimated at over $150 million. In addition to private property damage, damages to public property including debris removal, emergency protective measures, non-federal road and bridge systems, water control facilities, public buildings, public utilities, and park and recreational facilities were estimated at over $23.5 million. Damage estimates also included approximately $4 million in physical agriculture damage.
Assemblyman Jim Wood, Senator Mike McGuire, your Board and community partners advocated aggressively for the allocation of available funds toward critical 2019 Russian River flooding recovery and resiliency efforts. Letters of support for SB 109 from the Board, West County Community Services, the Russian River Chamber Visitor Center, and R3 Hotel are attached to this item for reference.
On September 27, 2019, with the signing of SB109 Budget Act of 2019, <http://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=201920200SB109>the State of California allocated $1.5 million in flood relief for the County of Sonoma. Per Provision 17 of Item 9210-102-0001 of the 2019 Budget Act, as amended by SB 109, the County submitted its request to the Department of Finance for these funds on March 10, 2020. Funds were received by the County Treasurer on March 24, 2020.
With the formal acceptance of SB 109 funds, the County Administrator recommends that the Board direct County Administrator’s Office staff to work with District 4 and District 5 staff to develop and propose a process to allocate SB 109 Budget Act of 2019 funds for flood relief and recovery projects. When eligible projects are identified through this process, these will be brought to the Board for funding approval.
