Executive Summary:

The underground diesel fuel tank at the Russian River main lift station provides fuel for the backup power supply generator. This project proposes to replace the underground tank with an above ground tank by 2025 to meet current health and safety code requirements.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

Effective September 25, 2014, Senate Bill (SB) 445 (Stats. 2014, Ch. 547) changed the underground storage tank (UST) regulatory program regarding design and construction of USTs. This change requires underground storage tanks that do not meet the requirements of Health and Safety Code Section 25291(a)(1)-(6) to be permanently closed on or before December 31, 2025.

 

The existing underground storage tank for fuel to power the backup generator at the Russian River County Sanitation District (District) main lift station was originally installed prior to 1984, when regulation had allowed for single-walled underground fuel tanks. The tank provides fuel to the diesel generator that provides backup power to the main lift station pumps during power outages. This assures the continued delivery of wastewater from the entire District to the treatment plant on the other side of the Russian River.

 

To comply with Health and Safety Code, and to continue to retain fuel storage for emergency power generation, the single-walled underground storage tank must be replaced. The most practical solution will be to install a new, fully compliant storage tank above ground near the same location on the District-owned parcel.

 

Penalties for systems out of compliance are $500 to $5,000 per day per underground storage tank.

 

SELECTION PROCESS

Water Systems Consulting, Inc., (Consultant) was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.

 

Consultant was selected from the qualified list for the subject work because Consultant was available in the timeframe needed and provided a scope of work that met District’s requirements for this Project.

 

SERVICES TO BE PERFORMED

Under the agreement, Consultant will develop design documents for the removal and replacement of the 1,000-gallon diesel underground storage tank at District’s Main Lift Station. The replacement tank will be an above ground storage tank, complete with new fuel piping, instrumentation, and controls.

 

The cost of services will not exceed $246,142; the term end date is December 31, 2025.

 

The agreement includes two options for District to extend the term for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option. The extension will be formalized in an amended agreement or amendment signed by District and Consultant.
