Executive Summary:
Permit Sonoma has need of tribal cultural resources consulting support in coastal areas for public projects. The County of Sonoma is obligated to complete site work to improve public safety as a condition of approval for a previously approved project which will require ongoing mitigation monitoring, including onsite monitors during all construction activities. Work is anticipated to begin in May June of 2024 and will complete a required public safety project which will require oversight from a consultant in order to comply with established permit requirements and mitigation monitoring for the adopted Environmental Review document.
Permit Sonoma recommends the Board authorize the Director of Permit Sonoma to execute an agreement with Far Western Anthropological Research Group, Inc. to oversee Mitigation Monitoring for a period from June 4, 2024 to January 1, 2027, in an amount not to exceed $402,100.
Discussion:
The County requires archaeological consulting services for tribal cultural resources in coastal areas where public projects are planned and ongoing, as well as support in confidential tribal consultation related to tribal cultural resources.
Far Western Anthropological Research Group, Inc. was selected as part of a sole source procedure because they have unique knowledge and experience with key sites, appropriate knowledge of the monitoring requirements, as well as productive relations with tribal stakeholders. The scope of work to be executed will include confidential details that will not be included in public documents. State law protects the location and potential location of tribal cultural resources from public disclosure. Onsite monitoring is anticipated to begin in June of 2024. The oversight from Far Western Anthropological Research Group, Inc. will ensure compliance with permit requirements and mitigation monitoring for the related Environmental Review.
Permit Sonoma recommends the Board authorizes the Director of Permit Sonoma to execute an agreement with Far Western Anthropological Research Group, Inc. to provide technical assistance and oversee mitigation monitoring for an authorized County project for a period from June 4, 2024 to January 1, 2027, in an amount not to exceed $402,100.
