Executive Summary:
The Wohler Road Bridge over the Russian River Seismic Retrofit Project (“Project”) will provide for the retrofit of this existing historic but structurally deficient one-lane Wohler Road Bridge over the Russian River. The Project is 100% Federal-funded for preliminary engineering and is eligible for 100% funding for construction. In 2014, the Board adopted a Mitigated Negative Declaration / Initial Study and Mitigated Monitoring Program (“MND”) and approved the Project. After the Board’s adoption of the MND, the Department of Transportation and Public Works (“TPW”) modified the Project to include additional areas required for right-of-way, utility relocations, changes in access to in channel piers, and changes to the construction schedule.
These changes to the Project were analyzed through an Addendum to the MND. TPW requests that the Board adopt the findings in the Addendum. The changes will not result in any of the conditions described in CEQA Guidelines § 15162 calling for additional environmental review.
Discussion:
This Project will provide for the retrofit of the existing historic, but structurally deficient one-lane Wohler Road Bridge over the Russian River (Bridge No. 20C-0155). Planned improvements include: a new concrete seismic load resisting deck, seismic isolation bearings and expansion joints, steel truss reinforcement, and foundation reinforcement designed to meet current seismic design standards for existing bridges. The Project is designed to prevent the collapse of the bridge in the event of a large earthquake without significantly altering the historic character of the bridge.
On November 24, 2014, the Board adopted a resolution adopting the MND for the Project. After the Board’s adoption of the MND, TPW has modified the Project to include additional areas required for right-of-way, utility relocations, changes in access to in channel piers, and changes to the construction schedule. TPW, through Permit Sonoma, has prepared an Addendum to the MND to analyze these changes, finding that none of the triggers for additional review in CEQA Guidelines Section 15162 are met.
TPW recommends that the Board adopt a resolution adopting the findings in the Addendum.
TPW is currently working with the State Lands Commission and Pacific Gas and Electric on utility relocation and still needs to obtain Right-of-Way Certification from Caltrans, which is necessary to formally request authorization to advertise bids for construction. Depending on timing of resolving these issues, Project construction could start as soon as spring 2022.
Prior Board Actions:
7/10/2018 - The Board approved the Second Amendment to the professional services agreement with Drake Haglan and Associates for supplemental design and survey services not to exceed $969,877.10 and extended the term through December 31, 2021.
5/24/2016 - The Board approved the First Amendment to the professional services agreement with Drake Haglan and Associates for a Caltrans required Strategy Bridge Report for the seismic improvements not to exceed $824,344 and extended the term through December 31, 2019.
11/24/2014 - The Board adopted a Board Resolution to adopt the Mitigated Negative Declaration, adopted the Mitigation Monitoring Program and approved this project to seismically retrofit the Wohler Road Bridge over the Russian River.
9/24/2013 - The Board authorized the Chair to sign an engineering design contract with Drake Haglan and Associates Incorporated for the seismic retrofit of Wohler Road Bridge in an amount not to exceed $653,454 with a term ending December 31, 2016.

Narrative Explanation of Fiscal Impacts:
Expenses associated with this item are related to helping Pacific Gas and Electric obtain their State Lands lease, obtaining the right of way certification, and work done for preparing this addendum. The current estimated cost of these items is less than$50,000, and appropriations are available in the FY 20/21 Roads Capital Improvement budget. The proposed work is 100% reimbursable through the Federal Highway Administration.
