Adopt a Resolution authorizing Eddie Engram, Sheriff-Coroner, to execute the California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Equipment Grant Agreement FY 25/26 (BSEE) Grant # C25L0616 and all related documents, for a grant award amount not to exceed $25,750.33. The grant award will allow the Marine Unit to purchase equipment to replace a patrol boat used to provide law enforcement services and search and rescue activities on the County’s waterways.

Executive Summary:

The Sheriff-Coroner is requesting authorization to execute a Grant Agreement and related documents for a grant award in the amount of $25,750.33 from the California Department of Parks and Recreation, Division of Boating and Waterways. The grant applied for and was approved for the purchase of a new patrol boat ($25,750.33).  This boat replaces a failing, primary boat utilized by the Marine Unit on Sonoma County waterways. The boat must be purchased, received, and installed prior to the end of the grant performance period on September 30, 2026.

 

Discussion:

The California Department of Parks and Recreation, Division of Boating and Waterways (DBW) makes grants available through its Equipment Grant Program for local government agencies to purchase boating safety and law enforcement equipment.  The Sheriff’s Office Marine Unit maintains primary law enforcement jurisdiction over Sonoma County waterways, which includes Bodega Bay, Lake Sonoma, the Russian River, Petaluma River, Sonoma County portion of the San Pablo Bay, Gualala River, and Sonoma County coastal Pacific Ocean.

 

In April 2025, the Sheriff’s Office Marine Unit applied for this equipment grant and was notified in September 2025 that the Division of Boating and Waterways had awarded the Sheriff’s Office $25,750.33 to purchase an emergency response 400 Rigid Floor Inflatable Rescue Boat and Motor.  These grant funds will be utilized to replace a failing boat in the Marine fleet. This will alleviate the Sheriff’s Office need to seek additional County General Fund appropriations for this replacement. There is no matching requirement for this grant. Upon the Board’s authorization, the Sheriff-Coroner will execute the award documents and immediately direct the Marine Unit to purchase equipment in accordance with the grant’s procurement provisions.

Narrative Explanation of Fiscal Impacts:

No matching funds are required for the Boating Safety and Enforcement Equipment (BSEE-24) Grant. Currently there are no budgetary appropriations programmed in the Sheriff’s budget as award notification was received after the Sheriff’s FY 25-26 budget was adopted. Expenses and offsetting revenue will be appropriated during Q2 consolidated budget adjustments.
