Executive Summary:
This item requests the appropriation of funds from the Dry Creek Tribal Roads Casino Mitigation Fund, to fund the Geyserville Streetscape Improvement Plan project, as recommended by the Geyserville Alexander Valley Municipal Advisory Council (MAC).
Discussion:
On November 10, 2009, the Board authorized the allocation of $1,200,000 of Dry Creek Tribal Mitigation Funds to Transportation and Public Works (TPW) in the Roads Casino Mitigation Subsidiary Fund for infrastructure maintenance and improvement projects in the vicinity of the River Rock Casino. Staff identified several projects that were priorities for funding including a pedestrian connection on Highway 128 near Geyserville High School, Lytton Station Road maintenance, intersection improvements at Highway 128 and Geysers Road, repairs to the Jimtown Bridge, shoulder widening on Alexander Valley Road, and intersection improvements at Healdsburg and Alexander Valley.
The Geyserville Municipal Advisory Council (GAV MAC) was established on December 11, 2018 in the Fourth District, to provide policy recommendations on matters of local concern, such as transportation and land use planning. The GAV MAC was initially charged with the task of recommending how the Tribal Mitigation Fund set aside funds should be expended by the County for the benefit of the residents of Alexander Valley and adopted a formal program to identify and further develop proposals for community improvement projects in 2020. The GAV MAC has periodically recommended, and the Board has approved, the use of these funds for certain projects in the Alexander Valley and Geyserville areas.
On February 24, 2024, the GAV MAC reviewed the plan and recommended funding for the Geyserville Streetscape Improvement Plan project and Feasibility Study. The Streetscape Feasibility Study is developing a comprehensive plan to identify pedestrian, bicycle safety, facility improvements, streetlighting and signage needs, traffic calming measures, and a parking-conditions-evaluation along Geyserville Avenue and Walden Street.
To complete this work, the Sonoma County Public Infrastructure Department executed an agreement (attached) with W-Trans , effective January 27, 2025 through January 26, 2028, for a total not to exceed $99,975. The feasibility study will inform the next phase of the project, which includes engineering, environmental clearance, and right-of-way analysis. Design and engineering phases are anticipated to begin in 2027, followed by construction beginning in 2028. This item seeks the Board authorization to use $100,000 of TPW Roads Casino Subsidiary Fund for the Geyserville Streetscape Improvement Plan project and Feasibility Study, to fund the W-Trans contract and subsequent work.
