A) Approve the Construction Plans and Project Manual (“plans and specifications”) for the Spring Lake Asphalt Renovation Project.
B) Adopt a Resolution authorizing a budget adjustment to the FY 2025-2026 Spring Lake Renovation Capital Project budget in the amount of $190,000.
C) Award the construction contract to RCX, Inc. for the base bid in the amount of $439,511.12 and authorize the Director of Regional Parks (or their designee) to execute the contract and approve as needed contract change orders for the project that do not exceed 10% of the total contract amount.

Executive Summary:
The Spring Lake Regional Parks Asphalt Renovation Project will repair and repave the boat ramp parking lot. Work includes, but is not limited to, asphalt concrete (AC) improvements to the boat launch parking area including AC overlay, AC grind, fill & replace, AC full depth plug, accessible parking spaces (ADA-compliant) and path of travel improvements, restriping the lot for better traffic circulation and parking layout, and signage as described in the plans and specifications.
Discussion:
Spring Lake Regional Park is owned by Sonoma Water and operated by Sonoma County Regional Parks. Constructed in 1961-1964, Spring Lake is a beloved community asset and one of the most popular parks in the county.
The Spring Lake Regional Park Asphalt Renovation Project was structured as base bid and three additive alternates with qualified responsible low bid proposed for contract award. The preliminary estimate for cost of the base bid provided by the consultant who developed the plans and specifications was between $275,000-$375,000.
The project was initially bid in spring 2024, receiving three bid responses. The project was not awarded due to an unexpected non-appropriation of funds and did not move forward at that time, with the intent to rebid the project in FY25-26.
On November 11, 2025, the project was sent to County Purchasing for posting on the portal and was advertised on November 18th and 25th in the Press Democrat.
On December 2, 2025, a mandatory pre-bid conference at the park was held to provide contractors a chance to view the project site and evaluate conditions for bidding.
On December 16, 2025, at 2:00 PM, bids were opened by the Purchasing Division. Four (4) responsive bids were received as shown in the attached Bid Tabulation.
This contract was put out to bid pursuant to Public Contract Code section 20120 et seq. The low responsive bid was determined to be that of RCX, Inc. (contractor) in the amount of $439,511.12 for the base bid.
This construction project is funded by the fund balance contained in the Spring Lake Regional Park Renovation Capital Improvement Project budget, and the requested $190,000 transfer of funds from the Spring Lake Maintenance Budget into the Spring Lake Renovation Capital Improvement Project budget.
The proposed project is exempt from CEQA under 14 C.F.R. § 15302, as it involves the replacement or reconstruction of existing structures and facilities, where the new structure will be located on the same site and will have substantially the same purpose and capacity. The County filed the Notice of Exemption on January 28, 2026.
Staff is recommending the Board approve the plans and specifications on file with the Clerk of the Board; adopt a resolution transferring $190,000 from the Spring Lake Maintenance budget to the Spring Lake Renovation Capital Improvement Project budget; award the construction contract to RCX, Inc. for the base bid amount of $439,511.12; and authorize the Director of Regional Parks to make as-needed minor contractual changes to the project required by the final conditions, agency approvals and other project conditions so long as the total does not exceed 10% of the total project cost.

Narrative Explanation of Fiscal Impacts:
Available funding is $249,511 fund balance from the Spring Lake Renovation Capital Improvement Project budget (40913300). Staff requests an additional $190,000 of available funding in the Spring Lake Maintenance budget (29010502) to be transferred into the Spring Lake Renovation Capital Improvement Project budget (40913300) as described in the attached budget resolution, with no impact to General Fund net cost.
