Executive Summary:
The requested Board action authorizes the Human Resources Director to execute amendments to extend the term of two classification and compensation consulting services agreements and amend the fee structure of the Koff & Associates agreement. The Board authorized agreements for these services are open to all departments and budgeted expenses for services are only allocated to those departments utilizing the consulting services. Extending these agreements for an additional year will maintain the continuity of current classification studies and address increased demands for essential Human Resources services. The two consultant firms, selected through a Request for Proposal process, are CPS HR Consulting and Koff & Associates. These agreements are fee-for-service contracts with no minimum amount of work guaranteed to any firm.
Discussion:
The Human Resources Department's Recruitment & Classification Unit is responsible for conducting classification and compensation analysis and studies for County departments and agencies. This work typically involves reviewing positions for appropriate classification, revising existing classifications and developing new job specifications, conducting compensation reviews and analysis, and/or reviewing job classifications in relation to organizational changes and needs. Studies can be prompted by requests from departments or agencies, employees, and/or labor organizations in preparation for bargaining or via a prior labor agreement.
Classification and compensation studies require specific knowledge and professional level staff work, and are often complex, with many stakeholders involved. The typical class study involves significant analysis, conducting desk audits/informational interviews with the incumbents and their supervisors, drafting the analysis report and job specification(s), conducting multiple meet and confer sessions with union(s) and incumbent(s), presenting the subsequent report to the Civil Service Commission, and in most cases, presentation to the Board of Supervisors.
Human Resources continues to experience high demand for classification services from County departments/agencies and labor groups, creating a backlog which cannot be addressed only with department staff. There are also several large classification studies of 20-plus incumbents currently in progress, and utilizing consultant services to meet these service demands makes the most sense. Consultants are utilized based upon workload demands, work area specialty, and for larger scale studies that exceed the capacity of the Unit or are funded by specific departments.
Consultant agreements are fee-for-service contracts, with fees ranging from $135 to $275 per hour for Project Managers and Associate Analysts, depending upon their years of experience, area of specialty, and level of expertise. Given the time and complexity a large study requires, the estimated cost for a single, multi-incumbent study, assuming 100 incumbents, could cost up to $50,000. A less complex, single position review is more likely in the range of $2,000 to $9,000. Human Resources will continue to monitor service demands and, as necessary, will conduct another Request for Proposal process to select new consultants to provide these services to County departments.
