Executive Summary:
Sonoma County Public Infrastructure (SPI) requests Board approval of a fourth amendment to the Agreement with TRC Engineers, Inc. (Agreement) for engineering and design services and construction support related to replacement of the Geysers Road Bridge over Frasier Creek (C11005).
The proposed amendment will increase the contract amount by $266,069. No additional contingency is proposed. This amendment will allow TRC Engineers, Inc. to complete design and to provide bid and construction support to SPI for this project. If approved, the new not-to-exceed value of the contract will be $1,081,040.
Discussion:
The Geysers Road Bridge over Frasier Creek project will result in the construction of a new two-lane bridge on the same alignment as the existing, but functionally obsolete two-lane bridge. The new bridge will be designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. As part of this project, the existing bridge will be removed after construction of the new bridge. The project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders as required by applicable standards. Due to the low traffic volume on Geysers Road, pedestrians, bicycles, and vehicles will share the travel lanes and shoulders.
In 2014, SPI issued a Request for Qualifications for design services for the Geysers Road Over Frasier Creek Bridge Replacement Project (C11005). TRC was selected as the most qualified consultant to provide these services and the original Agreement was approved by the Board of Supervisors on October 7, 2014. TRC’s work includes civil engineering and design, geotechnical engineering, traffic studies, hydraulics and hydrology, environmental studies, public outreach, and construction support services. The Agreement was originally for an amount not to exceed $559,260 (including 10% contingency).
On December 13, 2016, the Board approved a first amendment to extend the term of the Agreement at no additional cost through December 31, 2021.
On September 12, 2017, the Board approved a second amendment increasing the contract value by $16,387 to complete a required archeological survey report.
On December 7, 2021, the Board approved a third amendment increasing the contract value by $216,078 for additional design work associated with updated regulatory requirements and California bridge design standards. In addition, the third amendment extended the term through December 31, 2026.
SPI is now recommending the Board approve a Fourth Amendment (“Amendment”) to the Agreement with TRC Engineers, Inc. (TRC) in order to complete the final design and to provide bid and construction support for the Geysers Road Bridge over Frasier Creek project (C11005). The Amendment will increase the total contract value by $266,069 for a new, total not to exceed cost of $1,081,040 (including $74,088 contingency). The term of the contract will not be affected by this amendment and will remain December 31, 2026.
The project is receiving Federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. On June 13, 2022, by Resolution No. 22-0246, the Board adopted a Mitigated Negative Declaration and Mitigation Monitoring Program and approved the project. The project is currently in the right-of-way phase. Construction is anticipated to begin in 2025.

Narrative Explanation of Fiscal Impacts:
Appropriations associated with this contract amendment are included in the FY 2024-25 Roads Capital (11051-34010103) budget. Future expenses will be included in the FY 2025-26 Roads Capital (11051-34010103) Recommended budget. These expenditures are reimbursable through the Federal Highway Bridge Program (HBP).
