Executive Summary:

This item requests the Board of Directors reject all bids for construction of the Sonoma Tank No. 1 Recoating Project.

 

Discussion:

Sonoma County Water Agency’s (Sonoma Water) Capital Improvement Plan (Plan) establishes a comprehensive framework for delivering critical infrastructure projects necessary to support wastewater, flood management, and water transmission facilities within its service area. The Plan prioritizes strategic investments to ensure system reliability, regulatory compliance, and long-term asset sustainability.

 

Included in the Plan is the Tank Recoating Program (Program), which is designed to preserve and extend the useful life of Sonoma Water’s eighteen (18) above-grade welded steel water storage tanks. The Program implements targeted, proactive maintenance measures, including structural repairs, recoating and painting, and installation and maintenance of cathodic protection systems. These improvements are intended to protect structural integrity, prevent corrosion, and safeguard public infrastructure assets. The Plan further provides for the seismic retrofit of water storage tanks to address identified seismic vulnerabilities and enhance system resilience during seismic events.

 

Water storage tanks are critical components of the water transmission system, providing operational storage to meet peak demands that exceed production capacity. Periodic recoating and protective maintenance are essential to maintaining the original design life of these facilities, minimizing long-term replacement costs, and ensuring continued reliability of water storage and transmission services.

 

The Sonoma Tank No. 1 Recoating Project consists of repairing corroded structural steel features within the tank, installing lateral bracing, applying protective coating to tank interior, painting tank exterior, installing new cathodic protection system for long term corrosion prevention, seismic improvements, and other miscellaneous improvements.

 

The engineer’s estimate was $2,544,200. The Project was advertised for bids on April 9, 2026.

 

On May 12, 2026, six bids were received per Attachment 1 (Bid Summary). Sonoma Water staff determined that the bids had irregularities and omissions of Sonoma Water’s bidding requirements. Therefore, Sonoma Water staff recommends rejecting all bids and proposes to re-bid the project.
