Executive Summary:
Due to administrative oversights, the Board item titled “Professional Services Agreement for Juvenile Evening Reporting Center,” dated June 11, 2019, for Circuit Rider (formerly known as The Center for Social and Environmental Stewardship) to provide a Juvenile Evening Reporting Center to youth involved in the juvenile justice system, the Probation Department did not receive Board authorization to execute three one-year contract amendments nor the appropriate not-to-exceed contract amount to fund the amendments. Today’s item is to correct those oversights without changing any other terms or conditions within the agreement and with no related general fund net cost impact.
The goals of the Evening Reporting Center are to assist youth and their families in successfully completing probation, prevent the relapse of criminal behavior, and reduce crime.
Discussion:
When Probation created the initial Board item to approve the professional services agreement with the Circuit Rider effective July 01, 2019, there was an error in the not-to-exceed amount and the term in the Board item. Probation did not articulate the contract language that allowed for the possibility three single year extensions at the end of the initial term nor the corresponding value of those additional fiscal years. Probation and Circuit Rider executed Amendment #1 to the agreement to reflect a name change of the organization from “The Center for Social and Environmental Stewardship” to “Circuit Rider” (all other terms remain unchanged). Additionally, the Department exercised its option to the first of three extensions effective July 1, 2022 through June 30, 2023. Unfortunately, although the agreement provides for such extensions the original agreement approved by the Board on June 11, 2019 established the not to exceed amount at $825,000, but should have been $1,650,000 to include the optional extensions. Today’s action corrects that error retroactively effective July 1, 2022 in order to appropriately document the contract language and intent of the original Board recommendation.
Program Services
Vista Academy (operated by Circuit Rider) is an intensive, community-based, after-school program juvenile evening reporting center, or ERC. This ERC is intended to supervise, assist, and serve juveniles referred by the Probation Department or court-ordered to attend the program. The ERC provides a variety of services to youth, including cognitive behavioral programming, tutoring, employment assistance, and physical education. Youth are transported to and from the program by Vista staff and provided with meals. Occasional outings provide opportunities for youth to engage in pro-social, skill-building activities.
Vista provides intensive services designed to structure a youth’s free time over a period of several months and help gain skills and connections to support crime-free living. Ideal candidates are males age 14-17, who struggle to maintain successful probation because of poor impulse control and inadequate consequential thinking and would benefit structure and intensive behavior change services. Currently the program can serve a total of 16 male youth at a time.
The ERC operates during the afternoon and evening hours, which are identified as the peak hours for delinquent activities. The mission of the ERC is to assist youth within a highly-structured, community-based setting, in developing skills and connections for successful, self-sufficient, crime-free adulthood. The ERC provides progressive supervision and structure based on youths’ developmental progress within the program, as well as skill development and positive connections to promote long-term, pro-social community participation and to prevent reoffending or failing probation, which could result in further detention. The program includes a family engagement component that allows caregivers and other supportive adults to learn how to promote their youth’s positive development. The program collaborates with other community-based organizations and leverages outside resources to provide a robust array of services.

Narrative Explanation of Fiscal Impacts:
The total annual amount for this agreement is $275,000 and is reimbursed by the Juvenile Probation Activities fund, which is funded by 2011 State Public Safety Realignment. There is no impact to County General Fund.
