A) Award the construction contract to Kirby Construction Company Inc., in the amount of $450,000, for facilities improvements and authorize a contingency up to 10% of the contract amount, in the amount of $45,000.
B) Authorize the Director of Sonoma County Public Infrastructure (SPI) to execute said construction contract and any other related or required documents for the project, in form approved by County Counsel.
C) Adopt and approve plans and specifications for said project.
D) Approve allocation of up to $210,000 from General Fund Contingencies to complete the relocation of Probation’s Day Reporting Center to La Plaza A at 2300 County Center Drive, Santa Rosa.
E) Adopt a budget Resolution adjusting the FY2025-26 Probation budget to increase appropriations by $210,000

Executive Summary:
Sonoma County Public Infrastructure (SPI) seeks Board approval to award a construction contract in the amount of $450,000, along with a 10% contingency of $45,000. The contract is for improvements at La Plaza A necessary to accommodate the specialized operational and programmatic needs of the Sonoma County Probation Department’s Day Reporting Center (DRC). SPI additionally requests an allocation of $210,000 from General Fund Contingencies in order to complete the project.
Discussion:
A project to make improvements at 2300 County Center Drive, Santa Rosa, or “La Plaza A,” was initiated to prepare space for the Probation Department long-term operational needs.
William Duff Architects was retained to prepare a complete, permitted set of construction documents for the project, including tenant improvements and Americans with Disabilities Act (ADA) barrier removal for the new DRC location. Costs in connection with this work were $230,000. The proposed improvements include reconfiguration of interior spaces, construction of new partitions, and upgrades to building systems to support program operations. The project also incorporates accessibility enhancements, including ADA-compliant path-of-travel improvements and accessible parking upgrades, to ensure compliance with current accessibility standards.
The project was publicly advertised, and five (5) bids were received. Of these, two (2) bids were deemed responsive:
• Kirby Construction Company Inc. - $450,000
• CWS Construction Group, Inc. - $525,000
In accordance with Public Contract Code Section 20128, the contract will be awarded to the lowest responsible bidder, Kirby Construction Company Inc.
The Board approved $750,000 from the County Center Modernization Fund for Probation’s Operational needs during FY2024-25 Budget Hearings. $230,000 has been expended to date on preliminary planning and design. $725,000 is the project subtotal with the construction contract costs and previously incurred expenses. An additional $235,000 of project completion costs, including additional building hardening, door control systems, and move management services is still expected. This requires the approval requested for transferring up to $210,000 from General Fund Contingencies as needed for project completion.

Narrative Explanation of Fiscal Impacts:
Appropriations for this contract in the amount of $495,000 are available in the Probation Relocation Project (10005-27010150-54405). The Board approved $750,000 from the County Center Modernization Fund for this project during FY2024-25 to meet critical programming needs for the Probation Department, which was rolled forward into the FY2025-26 budget. $230,000 has been expended to date on preliminary planning and design. The FY 2025-26 Adopted Budget includes sufficient appropriations to fund the base contract amount. SPI staff is requesting adoption of a budget resolution in the amount of $210,000 from General Fund Contingencies to fund additional project completion costs, including the 10% additional building hardening, door control systems, and move management services.
