Executive Summary:

To comply with federal law, Sonoma County Water Agency (Sonoma Water) must update its 2020 risk and resilience assessment (RRA) of its potable water system and provide a certification of completion to the United States Environmental Protection Agency (EPA) by March 31, 2025. 

 

Discussion:

HISTORY OF ITEM/BACKGROUND

America's Water Infrastructure Act of 2018 (AWIA) requires water utilities in the United States serving over 3,300 customers to complete a comprehensive risk assessment to identify vulnerabilities to malevolent acts and natural hazards.  Sonoma Water’s customer base, under the EPA Safe Drinking Water Information System database, exceeds the minimum threshold under AWIA.

 

In 2020, Sonoma Water completed, and submitted to the EPA, a RRA that includes a summary of best practices for reducing risks, and a list of critical assets with their identified risks from malevolent threats and natural hazards. The report also assessed Sonoma Water’s level of resilience based on criteria developed by the American Water Works Association (AWWA) and EPA. The RRA considered the physical security, operational procedures, water system configuration, cybersecurity, and other relevant factors that contribute to the overall reliability and resiliency of Sonoma Water and its water system assets.

 

The AWIA also requires water utilities to review RRAs every five years.  Sonoma Water is required to update the 2020 RRA of the potable water system and provide a certification of completion to the U.S. EPA.  All systems serving more than 100,000 people, such as Sonoma Water’s water system, must submit the certification prior to March 31, 2025.

 

SELECTION PROCESS

Carollo Engineers, Inc. (Consultant) was selected from a list of qualified consultants developed from a competitive selection process.  Attached is a memo that explains the competitive selection process.

Consultant was selected for the subject work because of its extensive knowledge of the various requirements for the AWIA RRA. 

 

Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.

 

SERVICES TO BE PERFORMED

Under the agreement, Consultant will update Sonoma Water’s existing 2020 RRA, and incorporate additional planning assessments completed since 2020 as well as additional information obtained from site visits.

 

The cost of services will not exceed $95,000; the term end date is March 31, 2025.

 

The agreement includes authorization for the General Manager to make changes to lengthen time schedules or make minor modifications to the scope of work, which do not increase the amount paid under the agreement, in a form approved by County Counsel.

 

Under the agreement, the General Manager shall have the ability to extend the term of the agreement for up to two additional years by providing written notice to the other party thirty days in advance of the expiration date.  The extension shall be formalized in an amended agreement or amendment signed by the parties.

Updates to the 2020 RRA will identify the highest ranked risk factors of Sonoma Water’s water system, and directly inform updates to Sonoma Water’s emergency response plan, establishing operational emergency response functions, procedures, and systems.
