Executive Summary:

The Department of Public Infrastructure recommends establishing new “no parking” zones on portions of roads in two locations:

                     Sunset Avenue, Hacienda

                     Bodega Harbour, Bodega Bay

The proposed parking prohibitions in these two locations are designed to support emergency service response in the areas. On Sunset Avenue in Hacienda, the proposed no parking area is a staging location for swift water rescue emergency response year-around. In the Bodega Harbour location, the proposed no parking area is in proximity to public trailheads where overflow parking frequently occurs.

 

Discussion:

The Department of Public Infrastructure (SPI), in coordination with the Sonoma County Fire District, recommends establishing “no parking” zones at limited portions of two locations: Sunset Avenue in Hacienda and Bodega Harbour in Bodega Bay (see Maps 1 and 2 attached showing the locations of the proposed no parking zones). These proposed parking restrictions are intended to enhance public safety by ensuring clear and reliable access for emergency response vehicles and personnel.

On Sunset Avenue in Hacienda, the proposed “no parking” zone serves as a critical staging location for swift water rescue operations. Maintaining unobstructed access in this area is recommended to allow emergency responders to deploy equipment quickly and safely during flood events or other water-related emergencies.

At the Bodega Harbour location in Bodega Bay, the proposed “no parking” zones are recommended due to popular public trailheads where overflow parking frequently occurs. Restricting parking on one side of certain road segments in this area will help preserve adequate clearance for fire engines, ambulances, and other emergency vehicles, improving response times and overall public safety. There is an existing “no parking” zone along both sides of the roadway along half the length of Mockingbird Drive.  The proposed restrictions will supplement the existing “no parking” zone. 

On November 4, 2025, the Board adopted updates to its local parking regulations, codified under Section 18-3 of the Sonoma County Code, which provides that new “no parking” zones may be adopted by Resolution of the Board. 

Coastal Act:  Coastal Development Permit

The proposed parking restrictions in the Bodega Harbour Subdivision require a Coastal Development Permit, and staff have been working closely with Permit Sonoma.  If the Board adopts the proposed parking restrictions in the Bodega Harbour Subdivision, the Director of Permit Sonoma will issue an Emergency Coastal Development Permit authorizing the restrictions.  Per County Code section 26C-341.2, SPI will file a regular Coastal Permit application within 60 days of the issuance of the emergency permit.  In anticipation of the Board’s action, and in compliance with the County Code, Permit Sonoma has posted notices within the Bodega Harbour Subdivision.

Narrative Explanation of Fiscal Impacts:

 Expenses associated with maintaining signage and markings is estimated to be $3,000 per year and will be included in future Road Maintenance (11051-34010102) recommended budgets. Road Maintenance utilizes multiple sources of funding for ongoing maintenance including State Highway User Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions from Sonoma County’s General Fund, and allocations from Measure M. The cost of permitting required for the Bodega Harbor location may be up to $20,000. The proposed funding source is the general fund and will span fiscal year 25-26 and 26-27.
