Executive Summary:
Sonoma County Public Infrastructure is seeking Board award and approval to execute a construction contract in the amount of $364,000, with Athens General Contracting, Inc., for the painting of the north, east, and west facing walls of the Santa Rosa Veterans Memorial Building.
Discussion:
The Santa Rosa Veterans Building is an important community facility that has experienced deterioration of its exterior finishes over time. The condition of the building’s exterior has required repairs, hazardous materials abatement, surface preparation, and painting to protect the facility and maintain its appearance and functionality. To address these conditions, the Department of Public Infrastructure (SPI), Facilities Development and Management Division initiated the Santa Rosa Veterans Building Painting Project.
The project was developed in phases to address the building’s exterior while allowing the County to manage available funding and maintain facility operations. Phase I addressed the front-facing walls and front façade of the building, including required hazardous materials abatement, surface preparation, and painting.
Phase II is the final phase of the exterior painting program and will address the remaining east, north, and west-facing exterior walls. The work includes required hazardous materials abatement, surface preparation, priming, and application of two finish coats of paint. Upon completion of Phase II, the exterior painting program for the Santa Rosa Veterans Building will be complete.
SPI prepared bid documents and issued an Invitation to Bid through the County’s purchasing process. The project was advertised, a mandatory pre-bid walkthrough was conducted, and bids were received and publicly opened in accordance with County procurement requirements. Five (5) bids were received and publicly opened on August 18th, 2026. Two bids were deemed responsive and were as follows:
1. Athens General Construction LLC - $ 364,000
2. Kirby Construction - $ 415,000
Athens General Construction LLC was determined to be the lowest responsible bidder and County staff is recommending the Board award the contract to Athens General Construction. Pending approval, work is expected to commence in November 2026 and carry on through mid-December.
