Title
A) Approve the new or continuing appointment of organization-selected representatives Matthew Windrem, Evonne Stevens, Nathan DuVardo, David Bynum, Greg Piccinini, and Arthur Hsieh to serve on the Sonoma County Emergency Medical Care Council for four-year terms from date of appointments.
B) Approve the appointment of hospital-selected representative Erin Olson to serve on the Sonoma County Emergency Medical Care Council for a four-year term from date of appointment.

Executive Summary:
The Sonoma County Department of Health Services (hereinafter “DHS”, or “The Department) requests that the Board of Supervisors approves appointment of six provider organization members seats, and one hospital representative within the Sonoma County Emergency Medical Care Council (EMCC).
Discussion:
The Emergency Medical Care Council performs the following activities in its advisory role to the Sonoma County Board of Supervisors and Coastal Valleys Emergency Medical Services Agency (CVEMSA): 1) reviews all aspects of emergency medical services in Sonoma County, 2) engages in long-term planning and coordination of public education and injury prevention activities as they relate to emergency medical services, and 3) provides an annual report to the Board of Supervisors and the EMS Agency. CVEMSA staff provide administrative support to the EMCC.
Pursuant to California Health and Safety Code § 1797.270 <https://leginfo.legislature.ca.gov/faces/codes_displayText.xhtml?lawCode=HSC&division=2.5.&title=&part=&chapter=4.&article=3.>, each county may establish an emergency medical care committee to review the operations of ambulance services, emergency medical care, and first aid practices in the county. In 1968, the Sonoma County Board of Supervisors created the Emergency Medical Care Council to serve as an advisory committee on emergency medical services for Sonoma County. Bylaws to describe the purpose, membership, structure, and function of the committee were created and approved by the Board in 1990 and updated by the EMCC in 2022 and more recently in January of 2023. Board of Supervisor’s approval is not required to update the Bylaws.
The EMCC consists of eighteen (18) voting members. Eleven (11) of those members are representatives from Sonoma County’s healthcare system and emergency medical services (EMS) stakeholder groups. While the remaining seven (7) are selected as consumer representatives, which includes one appointed from each supervisorial district and two at-large representatives.
The bylaws specify that provider/stakeholder member nominees are selected by their professional associations or the organization that they represent, or by majority vote of voting members. The bylaws permit the county’s regional hospitals to recommend an emergency department nurse and emergency department physician for consideration by the EMCC. The EMCC votes among those recommended, to fill one nurse EMCC member seat (recommendation below) and one physician EMCC seat.
Appointment of Provider Members:
The individuals below have been selected by their organization or professional association to serve on the EMCC. The Department of Health Services recommends that the Board of Supervisors approve the appointment of the following individuals selected by the professional association and endorsed by the EMCC to fill seven provider/ stakeholder member vacancies:
1. The appointment of Matthew Windrem as Exclusive Operating Area (EOA) Ambulance Provider member due to change of the provider agency. Division Chief Windrem represents Sonoma County Fire District-EMS. Term January 16, 2024 through January 15, 2028.
2. The appointment of Evonne Stevens as REDCOM Dispatch representative. Ms. Stevens represents the REDCOM Board. Term January 1, 2025 through December 31, 2028.
3. The appointment of Nathan DuVardo as field provider representative. Mr. DuVardo represents the Sonoma County Paramedic Association. Term April 25, 2024 through April 24, 2028
4. The appointment of David Bynum as field provider representative. Mr. Bynum represents the Sonoma County Paramedic Association. Term July 27, 2024 through July 26, 2028.
5. The appointment of Greg Piccinini as Sonoma County Law Enforcement representative due to a vacant seat. Lt. Piccinini represents the Sonoma County Law Enforcement Chiefs’ Association. Term January 1, 2025 through December 31, 2028.
6. The appointment of Arthur Hsieh as Santa Rosa Junior College representative. Mr. Hsieh represents Santa Rosa Junior College. Term January 1, 2025 through December 31, 2028.
7. The appointment of Erin Olson as Hospital Provider Emergency Department Nurse due to a vacant seat. Pursuant to EMCC bylaws, Erin Olson was voted on and approved by the EMCC. Ms. Olson represents Santa Rosa Memorial Hospital. Term January 27, 2025 through January 26, 2029.

Prior Board Actions:
On January 10, 2023, the Board approved the appointment of KT McNulty, Evonne Stevens, Michael Raasch and Arthur Hsieh to serve on the Emergency Medical Care Council for a term January 1, 2023 through December 31, 2024. The Board approved the appointment of consumer representatives Steve Suter and Eric Polan to serve a term beginning January 1, 2023 until a replacement is appointed by the Board of Supervisors.
On January 4, 2022, the Board approved the appointment of provider representatives Sean Sullivan and JohnRey Hassan to serve on the Sonoma County Emergency Medical Care Council for the term October 24, 2021 through October 24, 2023.
On October 19, 2021, the Board approved the appointment of Jeffrey Snow to the Emergency Medical Care Council, 2021-1122 effective for the term of October 19, 2021 until a replacement is appointed by the Board of Supervisors.
On September 22, 2020, the Board approved the reappointment of Fred Seydel to the Sonoma County Emergency Medical Care Council serving a two-year term beginning September 22, 2020 and expiring September 22, 2022.
On September 1, 2020, the Board approved the appointment of Timothy D. Aboudara, Jr. to the Emergency Medical Care Council for a two-year term beginning September 1, 2020 and ending August 31, 2022.
On August 18, 2020, the Board approved the appointment of provider representatives KT McNulty, Jeff Schach, Todd Axberg to the Sonoma County Emergency Medical Care Council for the term August 18, 2020 through August 31, 2023 and B) approved the reappointment of provider representatives Dean Anderson, Brad Silvestro, Jim Levy, Stephen Akre, Dr. Mark Lagrave, Bob Norrbom, and Mike Bates to the Sonoma County Emergency Medical Care Council for the term August 18, 2020 through August 31, 2023.
On August 15, 2017, the Board approved the following appointments/reappointments to the Sonoma County Emergency Medical Care Council: 1) appointment of consumer representatives Dave Smith and Linda Anderson; 2) reappointment of consumer representative Fred Seydel; 3) appointment of provider representatives Aaron Abbott, Brad Silvestro, Dave Kahn, Stephen Akre, and Mike Bates; and 4) reappointment of provider representatives Dean Anderson, Bob Norrbom, Jim Levy, Malissa Opulencia, and Mark Lagrave.
On July 11, 2017, the Board approved David Bynum as an alternate to the Emergency Medical Care Council for a two-year term beginning July 11, 2017 and ending July 11, 2019.
