Executive Summary:

The Sonoma County Public Infrastructure Department (SPI) is requesting approval of a Resolution to delegate authority to the Director of SPI to accept donations of equipment, materials, labor, art, services, and money intended for County of Sonoma construction and facilities improvement projects. Such donations accepted by the Public Infrastructure Director shall not exceed $50,000 in value per project.

 

Discussion:

Resolution 03-1106 was approved in 2003 allowing up to $10,000 of construction related donations. With increases to construction costs occurring over time, SPI is requesting an increase of this delegated authority up to $50,000 of construction related donations. 

 

Offers of donations are often time-sensitive, in terms of overall project scheduling, and should be responded to quickly. Establishing a resolution with a not to exceed amount of up to $50,000 would allow SPI to accept donations in a timelier manner.

 

Historically the Department has not been proactive in seeking or accepting donations of equipment, materials, labor, services, art, and funding for capital projects especially at the veterans’ buildings. With the growing deferred maintenance log and limited revenues to maintain and operate the buildings the department has identified potential donors among community members and other government organizations. Within the last year donors have offered to donate kitchen equipment, art, and miscellaneous construction features within County buildings and properties. Last year the Army National Guard and a local Contractor donated labor to build a concrete path to the flagpole and a walkway at the Cloverdale Veteran’s Building.

 

The ability to accept donations is one more tool to continue to maintain and operate the building for the benefit of their users including veterans.

 

For these reasons, staff recommends that the Board delegate to the Public Infrastructure Director the authority to accept donations of materials, labor, art, services, and funding intended for County of Sonoma construction and facility improvement projects.  Such donations accepted by the Public Infrastructure Director shall not exceed $50,000 per project in value.  Currently Resolution 03-1106 allows up to $10,000 in donations of money goods or services and has not been increased since 2003. Donations in excess of this amount shall be submitted to the Board for its acceptance. With respect to non-monetary donations, the Public Infrastructure Director shall have the authority to determine the suitability and usability of the donation to the project, for which it is intended, and may accept or reject such donations. Donations of funding will need to be appropriated by the Board before they can be used. The Public Infrastructure Director shall periodically report to the Board of all such donations received, specifying the source and value of each donation.
