A) Authorize Sonoma County Water Agency’s General Manager acting on behalf of Russian River County Sanitation District to execute an agreement with Trussell Technologies, Inc., in substantially the form as the draft presented to this Board, for ultraviolet light disinfection capacity bioassay studies and related services through December 31, 2025, in the not-to-exceed amount of $102,260.
B) Authorize Sonoma County Water Agency’s General Manager acting on behalf of Russian River County Sanitation District to amend the agreement to increase costs provided amendments do not cumulatively increase the total cost to Russian River County Sanitation District beyond $132,260.

Executive Summary:
Russian River County Sanitation District (District) is evaluating the capacity of its ultraviolet light (UV) disinfection system (UV System) and requires a bioassay study be conducted to determine if the flow rate of the UV System could be increased while meeting regulatory requirements.

HISTORY OF ITEM/BACKGROUND
Sonoma County Water Agency operates and manages District under contract with District. References to District employees are understood to be Sonoma County Water Agency employees acting on behalf of District.
As part of the treatment process at its wastewater treatment facility, District uses a UV System to meet its regulatory permitting requirements. In October 2012, District changed its disinfection process from a chlorine disinfection system to a UV System to reduce the chemical byproducts that might form using chlorine, thereby allowing District to comply with regulations on the amount of disinfectant byproducts discharged into the Russian River.
District’s current UV System capacity limits the Wastewater Treatment Plant (Treatment Plant) flow during storm events. District aims to increase the UV System’s capacity under National Water Research Institute (NWRI) Guidelines (3rd ed., 2012). In fiscal year 23/24, District evaluated the capacity of the UV System. The initial evaluation determined that a physical bioassay study would need to be conducted to determine if the capacity of the UV System could be increased.
SELECTION PROCESS
Trussell Technologies, Inc. (Consultant) was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Consultant was selected for the subject work because Consultant has expertise in the permitting and regulations required for using UV light disinfection. Additionally, Consultant is approved by the California State Water Resources Control Board, Division of Drinking Water (DDW) to perform UV bioassay testing.
District may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.
SERVICES TO BE PERFORMED
Under the agreement, Consultant will install a temporary recirculation loop to control flow during testing, conduct bioassay testing, and develop a spot check bioassay testing report.
The cost of services will not exceed $102,260; the term end date is December 31, 2025.
The services to be performed under this proposed agreement are contingent on DDW’s approval of the work plan that District will be submitting to DDW. District requires authority to amend the agreement to increase costs provided amendments do not cumulatively increase the total cost to District beyond $132,260 for any potential action items beyond the agreement’s current scope of work that may arise from DDW’s review of District’s work plan.
Under the agreement, the General Manager shall have the ability to extend the term of the agreement for two additional years by providing written notice to the other party thirty days in advance of the expiration date. The extension shall be formalized in an amended agreement or amendment signed by the parties.
