Executive Summary:
The Board of Supervisors has requested that staff provide quarterly updates on the Ad Hoc activities to keep the Board and public informed about the progress being made by these committees. Each committee is unique in its mission, outcomes, and process, therefore individual committee reports are enclosed to review expanded information. This Ad Hoc report summarizes activities that occurred in the 4th quarter, covering October - December 2022.

Active Ad Hoc Summaries:
The Ad Hoc updates covering information from October through December 2022 are included as attachments. Key highlights of the updates for active Ad Hoc committees this period include:
On October 18, 2022, the Board Chair created the Community Survey Ad Hoc at the request of the County Administrator to interview consultant firms and assist with the initial scope of the survey questions. The Ad Hoc met on November 10, 2022 to interview consultants that participated in a request for qualifications (RFQ) process and have experience conducting community surveys.
On December 6, 2022, the Equity Ad Hoc presented the Office of Equity’s Racial Equity Learning Program; the draft Mission, Vision, Values; and the upcoming Racial Equity Action Plan process to the Board of Supervisors. The Ad Hoc did not meet in the 4th quarter of the year, as the Office of Equity focused on briefing Supervisors in preparation for its December 6, 2022 presentation. The Healthy Forests Ad Hoc met on October 20, 2022, October 26, 2022, and November 4, 2022, during the period. At these meetings the Ad Hoc and staff discussed topics for community outreach meetings, met with the Technical Advisory Committee on topics including the Vegetation Management Grant Program <https://www.sonomaopenspace.org/our-impact/vegmanagement/?locale=en>, Community Wildfire Protection Plan, wildfire resiliency planning tools and other various activities. These activities supported the presentation to the Board on January 10, 2023.
The Moorland Annexation Ad Hoc was created on September 27, 2022, to study potential City of Santa Rosa annexation areas, beginning with the Moorland neighborhood. The first Ad Hoc meeting was held on November 9, 2022, where the Ad Hoc was updated on the series of meetings held with the City of Santa Rosa to map potential annexation areas. The Ad Hoc was also briefed on discussions that have begun with the Sonoma County Local Agency Formation Commission (LAFCO) Executive Officer. The next meeting is scheduled for January 3, 2023, and an update on this meeting will be included in the quarter 1 Ad Hoc report. Of note, the City of Santa Rosa conducted a Santa Rosa Annexation Opportunities study session on January 24, 2023 <https://santa-rosa.legistar.com/MeetingDetail.aspx?ID=1055602&GUID=418101F4-2126-4FEA-9E5D-06475DF03ADD&Options=info|&Search=>.
The Onsite Wastewater Treatment Systems (OWTS) Ad Hoc met on December 8, 2022. Staff updated the Ad Hoc on efforts to update the OWTS manual <https://permitsonoma.org/divisions/engineeringandconstruction/wellandsepticsystems/septicsystems/owtsmanual>, including the status of a Request for Proposal to assist with the update. The Ad Hoc directed staff to prepare formal responses to input received during Land Use Advisory Panel (LUAP) and the Lower Russian River Citizens’ Advisory Group (LRRCAG) and requested guidance documents to assist the public wishing to utilize waterless toilets.
The Permit Sonoma Management Review Ad Hoc did not meet during the quarter, as staff and the consultant have been preparing the draft report that will be presented to the Board of Supervisors on January 31, 2023. Following direction given at the January meeting, the Board is slated to hear the proposed implementation plan from Director Wick on February 28, 2023.
The Potter Valley Project Ad Hoc held a meeting on December 20, 2022, as a follow-up to their first meeting on October 20, 2022. During these meetings, the Ad Hoc approved the Ad Hoc Charter and discussed the recent history of initiatives and partnerships, as well as funding needs for the Potter Valley Project. The purpose of the Ad Hoc is to work with Sonoma Water staff to explore options related to the future of the Potter Valley Project and Russian River water supply reliability and resiliency. A high level update on the Potter Valley Project will be included in Sonoma Water’s February 27, 2023 Water Workshop.
The Project Labor Agreement (PLA) Policy Update Ad Hoc met on November 9, 2022, and provided feedback on the following policy issues:
• Lowering the cost threshold in the Project Labor Agreement Policy below the current $10 million threshold
• Exempting emergency and disaster response construction projects from Project Labor Agreement Policy requirements
• Policy considerations associated with construction projects undertaken by the Airport, Sonoma Water, and Fairgrounds
The Ad Hoc directed staff to conduct a policy workshop where these policy issues would be presented to the public. The timing of this workshop is still being confirmed.
The Public Art Policy Review Ad Hoc met on October 27, 2022, and November 17, 2022, to discuss the Public Art Plan progress, financing options, including a 1% assessment on public construction projects. Transient Occupancy Tax funding was also discussed as a potential revenue stream. The next Ad Hoc meeting will be on March 23, 2022.
Completed Ad Hoc Summaries
The following Ad Hocs have been formally dissolved due to the completion of their work.
The Climate and Resiliency Ad Hoc was formed in August 2022 to develop recommendations to the Board of Supervisors on their involvement with climate work and staff implementation of the Climate Action and Resiliency Pillar of the Board’s Strategic Plan. The Ad Hoc members met on October 26, 2022 and November 30, 2022 to refine recommendations that were presented to the Board on December 13, 2022. This action represents the completion of the Ad Hoc committee’s work and this Ad Hoc is now formally dissolved. The Economic Development Board Ad Hoc was dissolved by the Board on July 12, 2022. Department Interim Executive Director provided the Board with a full update at the July 12 Board Meeting (See July 12, 2022, Board Agenda item #43, Legistar file 2022-0711 <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=5715016&GUID=90BF17B0-E41F-46E1-A52E-F73B728E430C&Options=&Search=>).
On July 19, 2022, the Evacuation Zone Access Ad Hoc held a community workshop during the Board of Supervisors meeting. At this meeting, the Board directed staff to develop the Agricultural Access Identification Card program, which was subsequently adopted by the Board on August 30, 2022. This action represented the completion of the Ad Hoc committee’s work and this Ad Hoc is now formally dissolved. The Measure O Ad Hoc held its final meeting on October 11, 2022, following a report from staff on the status of several initiatives related to Measure O, including funding a Short-Term Residential Therapeutic Program at Valley of the Moon Children’s Center and Behavioral Health Consulting for the Drug Medi-Cal Organized Delivery System (ODS) implementation. The Ad Hoc directed staff to hold a behavioral health workshop with the Board in 2023. This Ad Hoc was officially dissolved at the October 11th Ad Hoc meeting.
