C) Delegate authority to the Sonoma County Public Infrastructure (SPI) Director to execute the Construction Contract.
D) Delegate authority to the SPI Director to approve change orders for the project up to 10% in the amount of $47,038, for a total contract not to exceed amount of $517,418.

Executive Summary:
Sonoma County Public Infrastructure (SPI), Airport Division (Airport) requests the Board adopt and approve the plans and specifications and award a construction contract for pavement preservation work on Apron E and a portion of Runway 14-32 at the Charles M. Schulz - Sonoma County Airport. If approved, the recommended award will be made to American Road Maintenance, the lowest responsive and responsible bidder, in the amount of $470,380. With the requested 10% contingency of $47,038, the total authorized contract amount will not exceed $517,418.
Discussion:
As part of the Airport’s five-year pavement preservation management plan, pavement preservation activities are evaluated and scheduled based on condition, operational importance, and the need to extend pavement service life. The Apron E and sections of Runway 14-32 were identified as priorities for the current year. Completing this planned work will preserve the existing asphalt pavement and support safe, reliable Airport Operations.
Project Overview
The project consists primarily of surface preparation and application of FAA-specified emulsified asphalt fine-aggregate surface treatments. The base bid covers approximately 43,880 square yards on the north portion of Apron E (Work Areas 1 and 2). Bid Alternate 1 covers approximately 7,400 square yards on Runway 14/32 (Work Area 4) and Bid Alternate 2 covers approximately 20,640 square yards on the south portion of Apron E (Work Area 3). The engineer's opinion of probable construction cost is $485,020 for the base bid and bid alternates.
Airport staff will perform pavement crack repair before the contractor's surface-treatment work and will install temporary and permanent pavement markings. Contractor work is planned in three separate 30-consecutive-hour Apron E closure windows and up to three five-hour nighttime Runway 14/32 closures. Runway 2/20 will remain available during the runway 14/32 closure, subject to Airport operational requirements. The contract documents provide 15 working days for mobilization followed by the specified closure windows.
Procurement and Bid Results
The project was advertised for competitive bidding on June 30, 2026, and bids were opened on July 30, 2026. There was a total of two bids received as follows:

On October 7, 2025, the Board approved Task Order #21 with Mead & Hunt, Inc. for services related to Apron E Pavement Preservation, Phase 2. Mead & Hunt has provided design and bid administration assistance for this Pavement Preservation Project.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. Department staff recommend that the Board of Supervisors award and authorize the Public Infrastructure Director to execute the agreement with American Road Maintenance in the amount of $470,380.00 , including the 10% contingency, for a total contract amount of $517,418.00.
CEQA Compliance:
This project is exempt from the California Environmental Quality Act pursuant to 14 Cal Code Regs Section 15301 on the basis that is a contract for the repair/maintenance of existing public facilities.
