Executive Summary:
On January 13, 2026, the Board of Supervisors approved Board Ad Hoc assignments, including department liaison responsibilities for calendar year 2026. Staff provides quarterly updates on Ad Hoc activities to keep the Board and the public informed about progress made by the Ad Hoc committees. Each committee is unique in its charter, outcomes, and process. Detailed information on each Ad Hoc, along with a summary of activities completed during the first quarter, January through March, is included in Attachment A.

Agricultural Ad Hoc Committee:
January 15, 2026
§ Agenda: Refine issues list and discussion of a workshop for the full Board of Supervisors.
§ Direction to Staff: Prepare a workshop for the full Board of Supervisors to present ideas for strengthening the agricultural industry of Sonoma County.

Measure O Ad Hoc Committee:
February 27, 2026:
§ Agenda: Measure O Renewal, communications (Measure O Roadshow), fiscal update, general updates, Emerging Issues (Mobile Crisis Funding, Santa Rosa City Schools Funding Request)
§ Direction to Staff: Continue refining and developing communication strategies, revise Measure O Roadshow and bring back to a subsequent meeting for review, provide ongoing fiscal updates to the Committee.
March 16, 2026:
§ Agenda: Emerging Issues (mobile crisis funding, Santa Rosa City Schools funding request), Measure O Renewal, annual report, fiscal update, communications
§ Direction to Staff: Add slides on mobile crisis funding and CAPE program to the Measure O Annual Report Board of Supervisors’ presentation scheduled for March 24th, present revised Measure O Roadshow presentation at the next Ad Hoc Committee prior to public release, provide ongoing fiscal updates to the Committee.

§ Agenda: Confirm goals and scope
§ Direction to staff: Ad Hoc will meet monthly at first then as needed, develop and finalize a charter for Board approval in March, begin collecting information about projects occurring in the watershed.
March 23, 2026:
§ Agenda: Review charter language and scope, discuss the draft material created by staff
§ Direction to staff: Continue to collect, consolidate, and refine project information among County departments and Agencies, develop a project timeline for the Ad Hoc efforts.

South Santa Rosa Annexation Ad Hoc Committee:
March 16, 2026:
§ Agenda: South Santa Rosa Specific Plan Update (staff estimates the South Santa Rosa Specific Plan will be available in 12-18 months and will follow-up with City staff for any revised timelines), Local Agency Formation Commission (LAFCO) draft policy update, reviewed LAFCO’s February 4, 2026 agenda item, consideration of a draft policy related to Disadvantaged Unincorporated Communities, provided historical context and summarized the implications of the proposed policy for South Santa Rosa Annexation
§ Direction to staff: Continue discussions on South Santa Rosa Specific Plan and LAFCO draft policy.
§ Scheduled meetings for Q2: May 26, 2026
Supporting Immigrant Communities Ad Hoc Committee:
January 8, February 27, March 2, and March 11, 2026:
§ Agenda: County hosted 12-county consortium titled “Belonging in the Bay” on January 30th in Sonoma.
§ Second ICE Protocol Training conducted county-wide on January 15th.

§ Updated the Support for Immigrant Communities <https://sonomacounty.gov/administrative-support-and-fiscal-services/county-executives-office/projects/support-for-immigrant-communities> website to include all Ad Hoc meeting agendas and minutes.
§ Met with third-party facilitator to plan for March 11th Service Provider facilitated working meeting; planned and finalized agenda.
§ Developed and sent survey to local immigration resource service providers to inventory current resources in place and potential resource needs.
§ Held Immigrant Resource Service Providers facilitated working meeting on March 2nd.
§ Updated the Support for Immigrant Communities <https://sonomacounty.gov/administrative-support-and-fiscal-services/county-executives-office/projects/support-for-immigrant-communities> website to include “FAQs Regarding Sonoma County Law Enforcement and Immigration Enforcement”.
§ Staff and Supervisor Hermosillo attended Belonging in the Bay on March 27th in Solano.
§ Direction to Staff: Develop Ordinance supporting civil rights, for Board consideration on April 7th.
§ Develop staff request for General Fund Contingencies to support Ad Hoc work, for Board consideration April 7th.
§ Develop plan for next steps/follow-up from Service Providers meeting, to be discussed at April 8th Ad Hoc Meeting.
§ Continue participation in Belonging in the Bay and subcommittee workgroups.
