Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Fifth District has reviewed the applications and wishes to recommend the following FY 21-21 grant awards:
1. Graton Community Club for event marketing and support, grant award of $1,000;
2. Children's Museum of Sonoma County for Family Access Membership Open Door Policy, Access for Schools programs support, grant award of $3,000;
3. Los Cien Sonoma County, Inc. for virtual programming and outreach, grant award of $2,000;
4. Monte Rio Chamber of Commerce for Monte Rio bridge holiday decorations, grant award of $1,500;
5. Occidental Community Choir for concert advertisement and platform rental, grant award of $500;
6. Santa Rosa Symphony Association for Simply Strings youth program, grant award of $1,000;
7. Elsie Allen High School Foundation for Pomo Mural Project, grant award of $2,500;
8. Latino Service Providers for Youth Promotores to partner with local artists and community-based organizations to provide emergency preparedness education in a culturally responsive manner via art, grant award of $1,000;
9. Community Child Care Council of Sonoma County Inc. (4c’s) for five workshop sessions strategically designed to increase participant knowledge of the process of policy making, grant award of $1,000;
10. Monte Rio Recreation & Park District to purchase a new projector screen for the Monte Rio Community Center, grant award of $2,000;
11. Farm to Pantry for Growing the Table project, grant award of $1,000;
12. Secure Families Collaborative for interpreters to provide immigration information and services to immigrants in Sonoma County, grant award of $1,000;
13. Raizes Collective to host a series of charlas (chats) around working la tierra (the land), grant award of $1,000;
14. Sonoma County Black Forum to cultivate events and programs that celebrate and promote the richness of Sonoma County Black Culture, grant award of $1,000;
15. Center for Volunteers & Nonprofit Leadership for the Heart of Sonoma County Awards event, grant award of $1,000;
16. Vital Immigrant Defense Advocacy and Services (VIDAS) to conduct five naturalization clinics for 2022, grant award of $1,000;
17. Catholic Charities of the Diocese of Santa Rosa Caritas Center Grand Opening promotion, grant award of $1,000;
18. Individuals Now, Inc. dba Social Advocates for Youth for SAY’s Housing Continuum for youth experiencing homelessness, grant award of $1,000;
19. River Arts and Media to promote pilot agenda of events and programs for 2022, grant award of $5,000;
20. Generation Housing (fiscal agent: TIDES CENTER) to support publishing of its first Annual State of Housing in Sonoma County report, grant award of $2,500;
21. Our Village Closet to enhance programs of supplying FREE supplies, support, and
training to foster youth, their caregivers, and those in the community that support foster care, grant award of $1,000; and
22. Sonoma County Safe and Sober Project Graduation Analy High School to support Project Graduation for students from households with limited resources, grant award of $1,500.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
