Executive Summary:
Maxwell Farms Renovation is a $7.4 million project currently under construction to renovate and improve active recreation facilities at a heavily used regional park located in the Sonoma Springs community, the densest urbanized unincorporated area in the county. This work is possible with funding from multiple sources including a Specified Grant approved in the State Budget. This resolution authorizes application for the Local Assistance Specified Grant for Maxwell Farms Regional Park. State Parks requires a resolution before issuing a grant contract followed by reimbursement for infrastructure improvements.
Discussion:
A $1 million Local Assistance Specified Grant for Maxwell Farms Regional Park originated from a line item in the State of California Budget for fiscal year 2022-23. This grant will contribute to the $7.4 million Phase 1 construction currently underway. Other funding includes $1.4 million approved by your Board during the 2022-2023 Budget Hearings, $1.65 million from District 1 Community Infrastructure Project Funds, $925,899 State Parks Recreational Infrastructure and Revenue Enhancement grant, $250,000 Ag + Open Space District Matching Grant, $125,000 in Sonoma County Regional Parks Foundation funding, $972,933 in Parks Measure M Category 2 funding, $500,000 in Parks Measure M Category 3 funding, $267,045 in Parks Mitigation Area 6 funds, $130,000 in General Fund Disabled Access funds and $57,067 in Community Development Block Grant. An additional $100,000 in Parks Measure M Category 2 funds and $25,00 in Park Mitigation Fees Area 6 is planned for fiscal year 2023-24.
State Parks requires a resolution authorizing application for this grant specified for Maxwell Farms Regional Park. This resolution also designates the Director of Regional Parks to execute all documents that may be necessary to carry out and administer the grant.
The Maxwell Farms Renovation construction project was approved by your Board on August 2, 2022. Regional Parks is preparing the required forms to file with State Parks for this application. Following approvals, Regional Parks will request construction reimbursement. The grant performance period for this Specified Grant started July 1, 2022, and this funding contributes to work underway. Regional Parks, in partnership with community organizations, has sufficient funding to operate and maintain the project.

February 26, 2019, by Reso. No. 19-0091, approved the Master Plan Update for Maxwell Farms Regional Park and adopted a Mitigated Negative Declaration in compliance with the California Environmental Quality Act.
