Authorize the County Administrator to execute the first amendment to the Personal Services Agreement with Angela Struckmann, Director of the Human Services Department, extending the term for three years from September 12, 2023, through September 12, 2026.

Executive Summary:

The salary and fringe benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting, and an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government Code §54953, 54956) 

 

Angela Struckmann was initially appointed as Director of Human Services Department on October 6, 2020. This first amendment extends the term of the agreement for three years and maintains existing pay and benefits.

 

Discussion:

The Director of the Human Services Department oversees the department and reports to the County Administrator. Human Services provides critical services that support, protect, and ensure the well-being for vulnerable children, adults and families. The Director oversees four divisions - 1) Adult and Aging, 2) Employment & Training, 3) Economic Assistance, 4) Family, Youth & Children - which determine eligibility and deliver human services in accordance with local, state, and federal regulations. Human Services is the County’s largest department with 990.55 allocations and an adopted budget of $406.9 million for Fiscal Year 23-24.

 

Ms. Struckmann was initially appointed as the Director of Human Services Department on October 6, 2020, for a three-year term. This first amendment will maintain Ms. Struckmann’s salary at the “I” step of the salary range for her position, which is currently $275,995 annually, and she will be eligible for benefits per the County’s Salary resolution 95-0926, as amended.
