A)                     Authorize the County Executive Officer or designee to execute funding agreements with three community partners, in a form approved by county counsel, to support the Abel de Luna community center resilience hub project in a total amount not to exceed $250,000, between August 12th, 2025, and December 31, 2028

B)                     Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to government code section 26227.

Executive Summary:

 

This item seeks the board’s authorization to use $250,000 of District 4 Infrastructure Funds to support the enhancement and ongoing development of the Abel De Luna Community Center and Resilience Hub in Healdsburg CA, and to allow the County Executive or designee to execute three funding agreements totaling $250,000.

 

Discussion:

This item seeks the board’s authorization to use $250,000 of District 4 Infrastructure Funds to support the enhancement and ongoing development of the Abel de Luna community center in Healdsburg CA, and for the county administrator to execute three funding agreements totaling $250,000:

                     One agreement in the amount of $75,000 with the Healthcare Foundation of Northern Sonoma County,

                     One agreement in the amount of $75,000 with Corazon Healdsburg,

                     One agreement in the amount of $100,000 with YWCA Sonoma County. 

 

During the FY 2023-24 budget hearings, the board set aside $4 million each for districts 1, 2, 4, and 5. Use of $250,000 in District 4 infrastructure funds is requested with this board item. This funding will provide public benefits that serve important community needs as allowed under government code section 26227.

 

Healthcare Foundation of Northern Sonoma County:

 

The Healthcare Foundation Northern Sonoma County connects people and resources to support the health and wellbeing of underserved communities across the region - supporting nonprofits in the local system of care with a vision of eliminating health inequities and providing access to quality healthcare and mental health care regardless of race, ethnicity, age, income or health status. This work supports equitable access to culturally sensitive healthcare and mental health services and promotes overall community wellness. Founded in 2001, the Healthcare Foundation has invested more than $25.5 million to build a healthier region for all who live and work in Northern Sonoma County.

 

The Healthcare Foundation will act as lead fundraiser and project coordinator for the Healdsburg Multicultural Center (Abel De Luna Community Center). This initial funding of $75,000 from the County of Sonoma will allow for the necessary increased capacity at the Healthcare Foundation to launch a capital campaign in 2026. This project will continue to move forward in close coordination with the City of Healdsburg and Corazon Healdsburg.

 

YWCA:

 

The YWCA of Sonoma County will utilize $100,000 in District 4 funds for the development of the outdoor play area at YWCA’s childcare center in Healdsburg. The proposed outdoor playground area at the Abel Del Luna Community Center in Healdsburg has been cleared and is ready for YWCA’s development of the area.

The plan (Attachment C) includes play structures, a tricycle track, natural play features, screening with shrubs and shade and fruit trees. The outdoor space will also provide pollinator habitat and educational elements.

 

Since 1976, YWCA Sonoma County has served as a vital provider of domestic violence services operating the county’s 24/7 domestic violence crisis hotline and the county’s only confidential Safe House shelter for families fleeing violence in the homes. The YWCA’s network of childcare centers county-wide provides quality programming for local families. YWCA’s Counseling Support Services offers individual therapy to children, adolescents and adults who have experienced trauma as well as domestic violence support groups in two languages.

 

YWCA Sonoma County operates a critical childcare facility located at the Healdsburg Abel De Luna Community Center. Two classrooms have been appointed to serve infant/toddlers in one and preschoolers in the other. YWCA’s childcare services are made available to those who work and/or live in Healdsburg and surrounding areas, serving families of children from 0 to 5 years of age. The proposed outdoor play area will create a healthier and more dynamic environment for the children served at this facility.

 

Corazon Healdsburg:

 

Corazon will utilize $75,000 in District 4 funds to support the continuing community-centered development of the Abel De Luna Center as a resilience hub for emergency response along with the vital resources, services, and partners located on-site.

 

The Center, located at 1557 Healdsburg Avenue in Healdsburg, serves as a community hub offering essential services and gathering spaces. It currently provides leased spaces to the YWCA for full-day infant and toddler childcare, preschool programs, a temporary library location, Corazón Healdsburg, and Alliance Medical Center. A wide range of services and activities are available, including Santa Rosa Junior College (SRJC) classes, the Building Blocks Preschool Program, a community garden, and sports programs such as soccer and baseball. The Center also hosts an annual Preschool Fair and partners with the Redwood Empire Food Bank for weekly food distribution.

 

The Center also fosters community connections by providing space for gatherings, special events, and cultural presentations in a safe and welcoming environment. Additionally, Corazón Healdsburg offers co-located services, including mental health support through Humanidad Therapy, legal assistance from Legal Aid of Sonoma County, and employment resources through the Employment Development Department (EDD).

 

Corazón Healdsburg’s mission is to build a compassionate and just community by empowering and dignifying individuals and families, advocating against injustices, and uniting people to celebrate diversity. Under its annual lease agreement with the City of Healdsburg, Corazón Healdsburg will deliver ongoing services through the Family Resource Center, Cradle- to-Career Academic Development programs, and Community and Civic Engagement initiatives to residents of the City of Healdsburg and those living or working in Northern Sonoma County (Windsor-Cloverdale).

 

This funding will support Corazon’s ongoing community-centered involvement in the development and purpose of the Abel De Luna Center, especially during this time of increased fear and uncertainty in immigrant communities. The center is a critical hub for community engagement, mental health access, and culturally relevant programs. Corazon Healdsburg’s presence at the center helps provide accurate and accessible information to marginalized communities, while striving to celebrate and preserve all of Sonoma County’s diverse traditions.  These grant funds will continue to formalize and reinforce Corazon’s role as a trusted community partner in services and emergency response, while the Abel De Luna Center continues to be developed as a gathering space for learning, connection, and resilience-building.

 

Additionally, Corazon’s role integrates a multicultural lens into the design and functionality of the space, guided by insights from a year-long series of listening sessions with Healdsburg’s most marginalized communities. By incorporating culturally inclusive elements-such as multilingual signage, dedicated gathering spaces, and programming tailored to the needs of our diverse residents-this space will strive to feel safe, resilient, and welcoming to the entire community.  This project will help expand access to emergency preparedness, equitable disaster relief, and strengthen the region’s ability to withstand future crises and disasters.
