C) Authorize the Director of Public Infrastructure to execute said construction contract and any other related or required documents for the project in form approved by County Counsel.
D) Adopt and approve plans and specifications for the project.

Executive Summary:
Sonoma County Public Infrastructure (SPI) is seeking Board approval of a construction contract in the amount of $395,000 and approval of a 10% contingency of $39,500, for a total, not-to-exceed contract amount of $434,500, to replace pedestrian push buttons and curb ramps at four County-owned intersections in order to meet current Americans with Disabilities Act (ADA) standards.
Discussion:
The County of Sonoma continues to advance accessibility improvements through its ADA Self Evaluation and Transition Plan (SETP), which identifies and prioritizes infrastructure upgrades to ensure compliance with the Americans with Disabilities Act (ADA). SPI staff identified the following four County-owned traffic intersections for ADA enhancements:
1. Arnold Road and Mission Drive, Sonoma Valley
2. Arnold Road and Watmaugh Road, Sonoma Valley
3. Petaluma Hill Road and Roberts Road, Penngrove
4. Old Redwood Highway and Wikiup Drive, Santa Rosa
In May 2025, SPI staff contracted with Coastland Civil Engineering to assist with design and engineering for the project. The design includes upgrades to critical accessibility features, including installation of curb ramps, truncated domes, and upgraded pedestrian push button systems at each location. With complete design and permitting, SPI staff issued an RFP for construction services and opened bids on February 17, 2026.
Three (3) bids were publicly opened and all of the bids were deemed responsive and were as follows:
1. SCC Electric Inc. - $395,000
2. Coastside Concrete and Construction, Inc. - $416,000
3. FBD Vanguard Construction, Inc. - $508,524
In accordance with Public Contract Code Section 20128, the contract will be awarded to the lowest responsible and responsive bidder, which is SCC Electric Inc.

Appropriations for this contract are available in the ADA Signalized Intersections B5 and B6 Projects (21CP40024TB/TD 23006-40801500). The Adopted Budget includes sufficient appropriations to fund the contract amount of $395,000 plus a 10 percent contingency of $39,500, for a total authorized amount not to exceed $434,500.
